<strong>IFES</strong> Pre-electionAssessment: Burundicommodities assistance is needed in this area. There is also a need for electronic systems atvarious levels of the elections administration in order to make the process more efficient. The<strong>IFES</strong> team recommends that both technical and training assistance be provided in order tostreamline and facilitate the administration of elections in Burundi.ObserversThe importance and necessity of election observers is clear to Burundi's population. The <strong>IFES</strong>team observed that the population has become apprehensive and suspicious about the electoralprocess in their country. It is the recommendation of the <strong>IFES</strong> team that the elections beobserved by independent and neutral observers. Election observation should begin in thecampaign stages and after the count is complete and reported. Election observers should befully briefed on Burundi's social, cultural, political and economic realities.e··The <strong>IFES</strong> team recommends that a team of international election observers be sent Burundi to Iobserve the election campaign and subsequent elections.TransportationThe Government of Burundi has requested assistance for 121 transportation vehicles. Theelections will require the deployment of supplies, equipment and personnel throughout thecountry. The <strong>IFES</strong> team suggests that the Government investigate that possibility of renting thevehicles or using military vehicles. The high cost of fuel in this land-locked country leads the \<strong>IFES</strong> team to suggest the possibility of funding fuel costs during the election period .•45
