Irrigated rice research.<br />

<strong>al</strong>l aspects of upland rice and <strong>al</strong>so develops<br />

technology <strong>for</strong> <strong>the</strong> sm<strong>al</strong>l irrigated rice areas of<br />

centr<strong>al</strong> and nor<strong>the</strong>rn Brazil. The rice program of<br />

<strong>the</strong> Centro de Pesquisa Agropecuária de Terras<br />

Baixas de Clima Temperado, <strong>al</strong>so part of <strong>the</strong><br />

EMBRAPA system, conducts research on <strong>al</strong>l<br />

aspects of irrigated rice <strong>for</strong> <strong>the</strong> sou<strong>the</strong>rn states of<br />

Rio Grande do Sul and Santa Catarina. At <strong>the</strong><br />

state level, rice research is organized under state<br />

agricultur<strong>al</strong> research organizations. All rice<br />

research re<strong>source</strong>s are linked through an<br />

EMBRAPA-sponsored nation<strong>al</strong> rice n<strong>et</strong>work.<br />

The ratio of agricultur<strong>al</strong> research and<br />

development expenditures to agricultur<strong>al</strong> GDP in<br />

Brazil is high by Latin American standards and<br />

approaches that in high-income countries.<br />

However, since <strong>the</strong> mid-1990s, EMBRAPA’s<br />

funding has declined substanti<strong>al</strong>ly. The private<br />

sector has recently become interested in rice<br />

research, both as a donor and as a direct<br />

participant, opening up a new <strong>source</strong> of research<br />

re<strong>source</strong>s. However, as of 1996, <strong>the</strong> private sector<br />

accounted <strong>for</strong> just 2% of agricultur<strong>al</strong> research and<br />

development expenditures.<br />
