Experiment<strong>al</strong> rice plots in Uruguay.<br />

Latin America and <strong>the</strong> Caribbean. Each follows<br />

one of four models: (1) as part of a research<br />

department in <strong>the</strong> Ministry of Agriculture, (2)<br />

as part of a decentr<strong>al</strong>ized agricultur<strong>al</strong> research<br />

institute, (3) as an association with a rice<br />

development project, or (4) as a decentr<strong>al</strong>ized<br />

rice research institute.<br />

<strong>Rice</strong> research is <strong>al</strong>so carried out by<br />

farmers’ organizations, private companies,<br />

universities, and region<strong>al</strong> institutions, <strong>the</strong>ir<br />

opportunities having increased since <strong>the</strong><br />

internation<strong>al</strong>ization of <strong>most</strong> countries in <strong>the</strong><br />

region during <strong>the</strong> 1990s. Helping researchers to<br />

benefit from collaboration and to improve <strong>the</strong>ir<br />

capacity are n<strong>et</strong>works such as INGER<br />

(Internation<strong>al</strong> N<strong>et</strong>work <strong>for</strong> Gen<strong>et</strong>ic Ev<strong>al</strong>uation of<br />

<strong>Rice</strong>), FLAR (Fondo Latinoamericano de Arroz<br />

de Riego), and CRIDN<strong>et</strong> (Caribbean <strong>Rice</strong><br />

Industry Development N<strong>et</strong>work). Fom 1975 to<br />

1995, 250 rice vari<strong>et</strong>ies were released in <strong>the</strong><br />

region. About 70% of <strong>the</strong>se vari<strong>et</strong>ies were<br />

introduced to <strong>the</strong> countries through INGER.<br />

The high r<strong>et</strong>urn to internation<strong>al</strong> and nation<strong>al</strong><br />

rice research in Latin America and <strong>the</strong> Caribbean<br />

is equiv<strong>al</strong>ent to an annu<strong>al</strong> interest rate of 69%.<br />

This is extremely attractive, compared with <strong>the</strong><br />

interest rate of about 10% earned on commerci<strong>al</strong><br />

investments.<br />
