and each province has established a unit to<br />

manage this process. For the 2007-08 financial<br />

year an amount <strong>of</strong> R2,4 billion has been<br />

included in the block allocations made to<br />

section 21 schools. Furthermore, schools<br />

may use their own funds to buy additional<br />

textbooks and materials.<br />

Provinces have adopted different approaches<br />

to the procurement and distribution <strong>of</strong> textbooks.<br />

Two provinces make use <strong>of</strong> a<br />

centralised private agency, which orders and<br />

delivers on behalf <strong>of</strong> the provincial education<br />

department, while another province has<br />

decentralised the function directly to<br />

schools, which make their own purchases<br />

with funds provided. These different systems<br />

make monitoring difficult, since there are<br />

few transversal benchmarks that can be used<br />

to monitor progress for all provinces.<br />

The department is using its normal monitoring<br />

instruments to check on the various<br />

stages <strong>of</strong> the textbook (and LTSM) cycle,<br />

including the preparation <strong>of</strong> catalogues, the<br />

selection <strong>of</strong> books by schools, and the<br />

placing <strong>of</strong> orders. However, even if all <strong>of</strong><br />

these processes are completed on time, the<br />

provision <strong>of</strong> textbooks is still subject to the<br />

ability <strong>of</strong> publishers to deliver on time at the<br />

start <strong>of</strong> the year.<br />

The department has learned from its positive<br />

experience <strong>of</strong> textbook procurement and<br />

distribution in implementing the National<br />

Recovery Plan. This year, for the first time,<br />

we have published national textbook catalogues<br />

for selected grades to ensure greater<br />

quality and alignment with the curriculum.<br />

Using donor funds, we have been able to<br />

ensure that every Grade 10 child in the<br />

dinaledi schools has a full set <strong>of</strong> textbooks to<br />

start the year. We rely on provinces to use<br />

their voted funds to do likewise in every<br />

other school.<br />
