Actions taken on recovery <strong>of</strong> fraud:<br />

The matters have been referred to the<br />

SAPS with case number 559/10/2007:<br />

FRAUDULENT BAS PAYMENT.<br />

The implicated SASSA <strong>of</strong>ficial is suspended<br />

pending disciplinary hearing.<br />

The matter is still under the proceedings/<br />

investigations by the SAPS Commercial<br />

Crime Branch in Pietermaritzburg.<br />

The SASSA <strong>of</strong>ficial including implicated<br />

company’s owners were arrested by the<br />

SAPS.<br />

The issues are pending investigations which<br />

is currently under way.<br />

Head Offıce SASSA<br />

SASSA head <strong>of</strong>fice has the undermentioned<br />

record <strong>of</strong> all cases <strong>of</strong> criminal activity<br />

committed by both its employees and the<br />

members <strong>of</strong> the public.<br />

CASE 1 amount involved R250 000<br />

CASE 2 amount involved R1 000 000<br />

Total amount involved R1 250 000<br />

Actions taken on recovery <strong>of</strong> fraud:<br />

Case 1 hearing convened and finalised the<br />

<strong>of</strong>ficer pleaded guilty and was dismissed.<br />

Case 2 the <strong>of</strong>ficer is suspended and allegations<br />

are under investigations.<br />

Mpumalanga<br />

The Mpumalanga region has the following<br />

cases related to criminal conduct:<br />

amount <strong>of</strong> R5 300.<br />

Unauthorised Expenditure/Overdraft<br />

The overdraft as reflected in part A <strong>of</strong> the<br />

Appropriation Statement is attributed to<br />

imbalances between allocated funds and<br />

SASSA operational requirements, better explained<br />

as an overdraft in the financial year<br />

2007-08 as SASSA is a public entity.<br />

Short Description: — Issues that led to<br />

overdraft <strong>of</strong> the Agency’s allocated budget:<br />

The Agency was allocated a total <strong>of</strong><br />

R4 142 747 billion for the 2007-08 financial<br />

year as captured in the 2007 ENE. An<br />

additional amount <strong>of</strong> R374 467 million was<br />

made available through the Budget Adjustment<br />

process. Thus the Agency’s allocation<br />

increased to R4 517 214 billion.<br />

In line with Government Priority <strong>of</strong> taking<br />

the services to the people and ensuring that<br />

the indigenous do not walk more than 20<br />

kilometres in order to access the services, the<br />

Agency procured 40 mobile trucks which<br />

cost more than R37 821 065,45. The maintenance<br />

and repairs R2 943 360, satellite<br />

dish (bandwidth) costs R29 040 960 and<br />

salaries for the truck drivers cost around R27<br />

million. (All for the period <strong>of</strong> two years.)
