strides to gear up to roll out by
April 2010. This included a City
of Cape Town contribution of over
R400m of local funds to the Phase
1 project. Currently the Department
of Transport (DoT) and the
National Treasury are exploring
options for ensuring that funding
from the outer years of the Public
Transport and Infrastructure Systems
Grant is made available to
Cape Town in the 2008-09 and
2009-10 financial years in order to
ensure implementation by April
2010.
Nelson Mandela Bay is planning a
BRT and at the same time intends
to restructure public transport
across the entire City. There is a
funding shortfall in this regard and
the City has been asked to
(2) (a)
prioritise a core network for 2010.
At the same the DoT is in discussions
with the National Treasury
about increasing the funding allocation
to Nelson Mandela Bay.
The Department of Transport has
held a workshop with the national
leadership of both the SA National
Taxi Council (Santaco) and the
National Taxi Alliance to explain
the approach to the BRT system
and that there will be no loss of
legitimate jobs or profits. The taxi
industry and the DoT have committed
to holding a summit to
discuss this further. This summit
will also include the provinces and
host cities.
(b) At the local sphere, Johannesburg
is at an advanced stage of negotiations
with the incumbent bus and
minibus operators. It is expected
that an agreement will be reached
by February 2009.
Nelson Mandela Bay has held extensive
discussions with the incumbent
bus and minibus operators over the past
three years. There has been a recent
objection from certain operators who
feel they have been excluded from the
consultations and the city is committed
to ensuring a fully inclusive process.
Tshwane and Cape Town are beginning
the initial stages of consulting with the
incumbent operators and as such will
learn from the experience of Johannesburg
and Nelson Mandela Bay and
will also be guided by the outcomes of
the national summit on the BRT system
with the taxi industry.

Inspections at PE tank farm

Minister of Defence:
(1) Whether regular monitoring and
inspections have been scheduled at
the petroleum tank farm in the Port
Elizabeth harbour in accordance
with the SA National Defence
Force’s responsibility to monitor national
key points; if not, why not; if
so, how many visits or inspections
were conducted in the past ten years;
