April 2010. This included a City<br />

<strong>of</strong> Cape Town contribution <strong>of</strong> over<br />

R400m <strong>of</strong> local funds to the Phase<br />

1 project. Currently the Department<br />

<strong>of</strong> Transport (DoT) and the<br />

National Treasury are exploring<br />

options for ensuring that funding<br />

from the outer years <strong>of</strong> the Public<br />

Transport and Infrastructure Systems<br />

Grant is made available to<br />

Cape Town in the 2008-09 and<br />

2009-10 financial years in order to<br />

ensure implementation by April<br />

2010.<br />

Nelson Mandela Bay is planning a<br />

BRT and at the same time intends<br />

to restructure public transport<br />

across the entire City. There is a<br />

funding shortfall in this regard and<br />

the City has been asked to<br />

prioritise a core network for 2010.<br />

At the same the DoT is in discussions<br />

with the National Treasury<br />

about increasing the funding allocation<br />

to Nelson Mandela Bay.<br />

The Department <strong>of</strong> Transport has<br />

held a workshop with the national<br />

leadership <strong>of</strong> both the SA National<br />

Taxi Council (Santaco) and the<br />

National Taxi Alliance to explain<br />

the approach to the BRT system<br />

and that there will be no loss <strong>of</strong><br />

legitimate jobs or pr<strong>of</strong>its. The taxi<br />

industry and the DoT have committed<br />

to holding a summit to<br />

discuss this further. This summit<br />

will also include the provinces and<br />

host cities.<br />

(b) At the local sphere, Johannesburg<br />

is at an advanced stage <strong>of</strong> negotiations<br />

with the incumbent bus and<br />

minibus operators. It is expected<br />

that an agreement will be reached<br />

by February 2009.<br />

Nelson Mandela Bay has held extensive<br />

discussions with the incumbent<br />

bus and minibus operators over the past<br />

three years. There has been a recent<br />

objection from certain operators who<br />

feel they have been excluded from the<br />

consultations and the city is committed<br />

to ensuring a fully inclusive process.<br />

Tshwane and Cape Town are beginning<br />

the initial stages <strong>of</strong> consulting with the<br />

incumbent operators and as such will<br />

learn from the experience <strong>of</strong> Johannesburg<br />

and Nelson Mandela Bay and<br />

will also be guided by the outcomes <strong>of</strong><br />

the national summit on the BRT system<br />

with the taxi industry.<br />

inspections have been scheduled at<br />

the petroleum tank farm in the Port<br />

Elizabeth harbour in accordance<br />

with the SA National Defence<br />

Force’s responsibility to monitor national<br />

key points; if not, why not; if<br />

so, how many visits or inspections<br />

were conducted in the past ten years;
