(a) Mr Fred Kockott’s article is allegedly a<br />

translation <strong>of</strong> what the minister said in<br />

IsiXhosa into English. In this regard it<br />

is not possible to say with certainty<br />

whether the translation was accurate.<br />

(b) The minister can at this stage neither<br />

deny nor confirm the translation version<br />

by Mr Kockott.<br />

Sand dune mining rights<br />

1551. Adv H C SCHMIDT (DA) asked the<br />

Minister <strong>of</strong> Minerals and Energy:<br />

(1) What will happen to the Xolobeni<br />

sand dune mining right should a<br />

certain company (name furnished)<br />

be liquidated;<br />

(2) whether there is a mortgage, security<br />

or surety over the right in such an<br />

event; if not, what is the position in<br />

this regard; if so, what are the relevant<br />

The MINISTER OF MINERALS AND EN-<br />

ERGY:<br />

(1) The question is hypothetical and preempts<br />

an action that has not occurred.<br />

The DME is neither in a position to<br />

pre-empt nor anticipate liquidation <strong>of</strong> a<br />

holder <strong>of</strong> a right and will deal with the<br />

liquidation <strong>of</strong> the company/holder only<br />

when the action comes, into place.<br />

(2) No application/notification has been<br />

submitted to the minister to mortgage/<br />

encumber (in a form <strong>of</strong> security <strong>of</strong><br />

surety) the mining right in terms <strong>of</strong><br />

section 11(3) <strong>of</strong> the MPRDA.<br />

is not a state-owned entity resorting under<br />

therefore the department is not in a position<br />

to confirm the existence <strong>of</strong> such an agreement.<br />

Employment <strong>of</strong> nurses and doctors<br />

1594. Dr R RABINOWITZ (IFP) asked the<br />

Minister <strong>of</strong> Health:<br />

(1) Whether there is a procedure<br />

whereby (a) nurses and (b) doctors<br />

are employed by clinics and hospitals<br />

in the public service; if not, why<br />

not; if so, (i) what is the procedure<br />

and (ii) who (aa) advertises the posts,<br />

(bb) interviews applicants, (cc) selects<br />

employees and (dd) dismisses<br />

staff in each case;<br />

(a) what is the number <strong>of</strong> vacant<br />

posts currently recorded for (i)<br />

nurses and (ii) doctors in (aa) each<br />

province and (bb) the entire public<br />

service and (b) why is there a moratorium<br />

on employment <strong>of</strong> staff in<br />

certain provinces;<br />

whether the process <strong>of</strong> employment<br />

and dismissal could be simplified to<br />

reduce the number <strong>of</strong> vacancies for<br />

nurses and doctors; if not, why not; if<br />

so, what are the relevant details?<br />
