The MINISTER OF MINERALS AND EN-
ERGY:
(a) Mr Fred Kockott’s article is allegedly a
translation of what the minister said in
IsiXhosa into English. In this regard it
is not possible to say with certainty
whether the translation was accurate.
(b) The minister can at this stage neither
deny nor confirm the translation version
by Mr Kockott.
Sand dune mining rights
1551. Adv H C SCHMIDT (DA) asked the
Minister of Minerals and Energy:
(1) What will happen to the Xolobeni
sand dune mining right should a
certain company (name furnished)
be liquidated;
(2) whether there is a mortgage, security
or surety over the right in such an
event; if not, what is the position in
this regard; if so, what are the relevant

The MINISTER OF MINERALS AND EN-
ERGY:
(1) The question is hypothetical and preempts
an action that has not occurred.
The DME is neither in a position to
pre-empt nor anticipate liquidation of a
holder of a right and will deal with the
liquidation of the company/holder only
when the action comes, into place.
(2) No application/notification has been
submitted to the minister to mortgage/
encumber (in a form of security of
surety) the mining right in terms of
section 11(3) of the MPRDA.
Terms agreed on between parties

Whether his department will make the
agreed terms available which have been
concluded between the South African
Export Development Fund and Mineral
Resource Commodities Resources and/or
Transworld Energy and Mineral Resources
(SA) (Pty) Ltd (TEM); if not, why
not; if so, what are the relevant details?

(a) South African Export Development Fund
is not a state-owned entity resorting under
the Department of Minerals and Energy,
therefore the department is not in a position
to confirm the existence of such an agreement.
Employment of nurses and doctors
1594. Dr R RABINOWITZ (IFP) asked the
Minister of Health:
(1) Whether there is a procedure

whereby (a) nurses and (b) doctors
are employed by clinics and hospitals
in the public service; if not, why
not; if so, (i) what is the procedure
and (ii) who (aa) advertises the posts,
(bb) interviews applicants, (cc) selects
employees and (dd) dismisses
staff in each case;
(a) what is the number of vacant
posts currently recorded for (i)

nurses and (ii) doctors in (aa) each
province and (bb) the entire public
service and (b) why is there a moratorium
on employment of staff in
certain provinces;
whether the process of employment
and dismissal could be simplified to
reduce the number of vacancies for
nurses and doctors; if not, why not; if
so, what are the relevant details?
