Animal rights<br />

987. Mr M J ELLIS (DA) asked the Minister<br />

for Agriculture and Land Affairs:<br />

(1) Whether, with reference to a document<br />

commissioned by her department<br />

from the SA Veterinary<br />

Foundation (details furnished), animal<br />

rights is one <strong>of</strong> the main threats<br />

<strong>of</strong> the new millennium and one<br />

which no animal health, pharmaceutical<br />

or agricultural organisation can<br />

take lightly; if not, how was this<br />

conclusion reached; if so, how was<br />

this conclusion reached;<br />

what are the main differences between<br />

animal (a) care, (b) welfare<br />

and (c) rights? NW1724E<br />

The MINISTER OF AGRICULTURE AND<br />

LAND AFFAIRS:<br />

(1) The Department <strong>of</strong> Agriculture has not<br />

commissioned a document with the<br />

<strong>South</strong> <strong>Africa</strong>n Veterinary Foundation.<br />

The SA Veterinary Foundation <strong>of</strong>fered<br />

to assist with the collection <strong>of</strong> all<br />

available information on the care and<br />

protection <strong>of</strong> animals to facilitate a<br />

process <strong>of</strong> evaluation <strong>of</strong> guidelines,<br />

codes and regulations that could be <strong>of</strong><br />

use to <strong>South</strong> <strong>Africa</strong>. This document has<br />

never been presented to the Department<br />

thus no conclusion has been reached at<br />

all.<br />

(2) (a) & (b) There are no substantive<br />

differences between animal care<br />

and animal welfare as both refers<br />

to the well-being <strong>of</strong> animals. Animal<br />

well- being is a condition<br />

where animals experience good<br />

health, are able to effectively cope<br />

with their environment.<br />

(c) Animal rights are different as it<br />

refers to what animals are entitled<br />

to. We can therefore only assume<br />

that the reference to animal rights<br />

refers to those pressure groups that<br />

adopt measures to ensure that animals<br />

have rights also.<br />
