Budget for ECD programmes<br />

1617. Mrs J A SEMPLE (DA) asked the<br />

Minister <strong>of</strong> Social Development:<br />

(1) How much was (a) budgeted for, (b)<br />

allocated to and (c) spent by his<br />

department on the Early Childhood<br />

Development (ECD) programme in<br />

each <strong>of</strong> the past five years up to the<br />

latest specified date for which information<br />

is available;<br />

(2) how many (a) places <strong>of</strong> care and (b)<br />

ECD sites were registered by his<br />

department in (i) urban and (ii) rural<br />

areas and (c) people have been (i)<br />

recruited, (ii) trained and (iii) placed<br />

at ECD sites;<br />

(3) how many (a) existing caregivers at<br />

these sites (i) required training and<br />

(ii) received training and (b) children<br />

benefited from the ECD programme?<br />

Development (DSD) on Early Childhood<br />

follows:<br />

Awarding <strong>of</strong> grants<br />

1654. Ms J A SEMPLE (DA) asked the<br />

Minister <strong>of</strong> Social Development:<br />

(1) Whether there was a backlog with<br />

awarding (a) foster care grants, (b)<br />

disability grants, (c) child support<br />

grants and (d) pensions in any province<br />

as at 15 September 2008; if not,<br />

what is the position in this regard; if<br />

so, what is the backlog in each case;<br />

(2) whether any applications for any<br />

such grants or pensions has taken<br />

longer than (a) three months, (b) six<br />

months, (c) nine months and (d)<br />

twelve months to process; if so, (i)<br />

how many in each case and (ii) from<br />

which provinces are they;<br />

(3) whether any steps have been taken to<br />

eradicate the problem <strong>of</strong> the backlogs;<br />

if not, why not; if so, what<br />
