This question has been circulated within<br />

DSD for a reply, as well as to its reporting<br />

entities.<br />

Department <strong>of</strong> Social Development<br />

(DSD)<br />

(1) (a) Yes, DSD has kept and maintained<br />

records as required by the Public<br />

Finance Management Act<br />

(PFMA), Act 1 <strong>of</strong> 1999, for the<br />

past years as well as the 2007-08<br />

financial year.<br />

(b) (i) No losses during 2007-08 financial<br />

year were reported due<br />

to incidents <strong>of</strong> a criminal nature.<br />

(ii) No losses during 2007-08 financial<br />

year were reported<br />

due to incidents <strong>of</strong> unauthorised<br />

expenditure.<br />

(iii) Yes, there were cases <strong>of</strong> alleged<br />

irregular expenditure<br />

reported during 2007-08<br />

(2) (a)<br />

financial year that are currently<br />

still under investigation<br />

(refer to Table C under<br />

(3) below).<br />

(iv) Yes, there were cases <strong>of</strong> alleged<br />

fruitless and wasteful<br />

expenditure reported during<br />

the 2007-08 financial year<br />

that are currently still under<br />

investigation (refer to Table<br />

D below, under (3)).<br />

No <strong>of</strong>ficials were dismissed during<br />

2007-08 financial year, as the investigation<br />

revealed that the nature<br />

<strong>of</strong> the <strong>of</strong>fence did not warrant<br />

dismissal and therefore other<br />

sanctions were imposed. The department<br />

benefited from the procurement<br />

<strong>of</strong> such goods and<br />

services as they were required and<br />

planned to be procured.<br />

(b) No <strong>of</strong>ficials have been suspended<br />

during 2007-08 financial year, as<br />

the investigation revealed that the<br />

nature <strong>of</strong> the <strong>of</strong>fence did not warrant<br />

suspension and therefore<br />

other sanctions were imposed. The<br />

department benefited from the<br />

procurement <strong>of</strong> such goods and<br />

services as they were required and<br />

planned to be procured.<br />

During 2007-08 verbal warnings<br />

were served to <strong>of</strong>ficials for committing<br />

irregular expenditure prior<br />

2006-07 financial year, the investigations<br />

were only finalised during<br />

2007-08 financial year (refer to<br />

Table A below, under (3) below).<br />

(3) Other sanctions imposed<br />

The amounts involved in cases where<br />

other sanctions were imposed (verbal<br />

warnings) in relation to irregular expenditure<br />
