Damage caused by storm in KZN<br />

1162. Mr I F JULIES (DA) asked the<br />

Minister for Provincial and Local Government:<br />

(1) Whether his department has conducted<br />

an investigation to determine<br />

the extent <strong>of</strong> the damage caused by<br />

the storm in KwaZulu-Natal; if not,<br />

why not; if so, what are the relevant<br />

details;<br />

(2) whether communities that were affected<br />

by the storm were warned<br />

timeously; if not, why not; if so, what<br />

The MINISTER FOR PROVINCIAL AND<br />

LOCAL GOVERNMENT:<br />

(1) Yes. Immediately after the disaster, the<br />

National Disaster Management Centre<br />

commissioned an independent service<br />

provider to conduct a rapid assessment<br />

<strong>of</strong> the damage in the affected areas.<br />

(2) Yes. A warning alerting the public to<br />

the possibility <strong>of</strong> heavy rain was issued<br />

by the SA Weather Service at 16:00 on<br />

Monday, 16 June 2008, a full 24 hours<br />

ahead <strong>of</strong> the onset <strong>of</strong> the heavy rain.<br />

This warning was received by all disaster<br />

management personnel, by message<br />

on mobile phones as well as electronically<br />

on the e-mail. The disaster management<br />

personnel at district and local<br />

levels communicated the warning to the<br />

general public.<br />

Funds available for Asgisa projects in<br />

Eastern Cape<br />

1440. Mr E W TRENT (DA) asked the<br />

Minister for Provincial and Local Government:<br />

Whether the Government has made any<br />

funds available for the projects <strong>of</strong> the<br />

Accelerated and Shared Growth Initiative<br />

for <strong>South</strong> <strong>Africa</strong> (Asgisa) in the Eastern<br />

Cape; if not, why not; if so, for each<br />

project (a) what is the amount that has<br />

been made available in the Medium Term<br />

Expenditure Framework period, (b) what<br />

is the nature <strong>of</strong> the project, (c) what<br />

progress has been made to date and (d)<br />

what are the further relevant details?<br />

LOCAL GOVERNMENT:<br />

The Minister for Provincial and Local Government<br />

is not responsible for the implementation<br />

<strong>of</strong> the Accelerated and Shared Growth<br />

Initiative <strong>of</strong> <strong>South</strong> <strong>Africa</strong> (Asgisa). That<br />

responsibility lies with the Presidency. The<br />

hon member is therefore advised to redirect<br />

his question to the Presidency.<br />

Expenditure by metros<br />

1462. Mr W P DOMAN (DA) asked the<br />

Minister for Provincial and Local Government:<br />

What (a) amount in rands <strong>of</strong> their (i)<br />

capital budgets and (ii) operating budgets<br />

did each <strong>of</strong> the six metros spend in the<br />

2007-08 financial year and during the<br />

period 1 April 2008 to 30 June 2008 and<br />

(b) percentage <strong>of</strong> the total allocated budgets<br />

does this expenditure represent in<br />
