Cost <strong>of</strong> consultants<br />

1685. Dr J T DELPORT (DA) asked the<br />

Minister for Justice and Constitutional Development:<br />

(1) (a) What was the total cost to the<br />

State <strong>of</strong> consultants used by his<br />

department in the (i) 2005-06, (ii)<br />

2006-07 and (iii) 2007-08 financial<br />

years, (b) what are the names <strong>of</strong> the<br />

consultants used, (c) for what purpose<br />

were they used and (d) what<br />

was the reason for preferring to use<br />

consultants instead <strong>of</strong> hiring persons<br />

with the necessary skills;<br />

(2) whether any former employees <strong>of</strong> his<br />

department have been employed as<br />

consultants in the abovementioned<br />

financial years; if so, (a) why and (b)<br />

why did each such person leave his<br />

The MINISTER FOR JUSTICE AND CON-<br />

STITUTIONAL DEVELOPMENT:<br />

(1) (a) (i) 2005-06 financial year<br />

— R170 million<br />

(ii) 2006-07 financial year<br />

— R129 million<br />

(iii) 2007-08 financial year<br />

— R44 million<br />

The expenditure for consultants<br />

based on the new SCOA classifications<br />

amounts to R44 million.<br />

It must be noted that the<br />

R44 million does not reconcile<br />

with the R248,3 million disclosed<br />

as the expenditure category<br />

‘‘Consultants, contractors<br />

and special services’’ disclosed<br />

in note 6 to the Annual Financial<br />

Statements.<br />

The amount <strong>of</strong> R248,3 includes<br />

expenditure relating to contractors,<br />

agency support and outsourced<br />

services that were for<br />

the purpose <strong>of</strong> the response not<br />

included. Expenditure relating<br />

to consultants, contractors,<br />

agency support and outsourced<br />

services was in terms <strong>of</strong> the<br />

SCOA classification grouped<br />

together for the financial years<br />

up to 2007-08.<br />

(b) The names, purpose and reasons my department used these Consultants are<br />

attached as Annexure A.<br />
