Cost of consultants
1685. Dr J T DELPORT (DA) asked the
Minister for Justice and Constitutional Development:
(1) (a) What was the total cost to the
State of consultants used by his
department in the (i) 2005-06, (ii)
2006-07 and (iii) 2007-08 financial
years, (b) what are the names of the
consultants used, (c) for what purpose
were they used and (d) what
was the reason for preferring to use
consultants instead of hiring persons
with the necessary skills;
(2) whether any former employees of his
department have been employed as
consultants in the abovementioned
financial years; if so, (a) why and (b)
why did each such person leave his
department? NW2462E
The MINISTER FOR JUSTICE AND CON-
STITUTIONAL DEVELOPMENT:
(1) (a) (i) 2005-06 financial year
— R170 million
(ii) 2006-07 financial year
— R129 million
(iii) 2007-08 financial year
— R44 million
The expenditure for consultants
based on the new SCOA classifications
amounts to R44 million.
It must be noted that the
R44 million does not reconcile
with the R248,3 million disclosed
as the expenditure category
‘‘Consultants, contractors
and special services’’ disclosed
in note 6 to the Annual Financial
Statements.
The amount of R248,3 includes
expenditure relating to contractors,
agency support and outsourced
services that were for
the purpose of the response not
included. Expenditure relating
to consultants, contractors,
agency support and outsourced
services was in terms of the
SCOA classification grouped
together for the financial years
up to 2007-08.
(b) The names, purpose and reasons my department used these Consultants are
attached as Annexure A.
