Fifa Soccer World Cup<br />

1746. Mr SBFARROW (DA) asked the<br />

Minister <strong>of</strong> Transport:<br />

(1) Whether the co-ordination <strong>of</strong> the<br />

2010 Fifa Soccer World Cup between<br />

government and the local<br />

organising committee has been effective;<br />

if so, (a) how did he arrive at<br />

this conclusion, (b) how is this coordinating<br />

body structured and (c)<br />

who in his department is responsible<br />

for ensuring that transport logistics<br />

are properly planned and delivered<br />

timeously;<br />

(2) whether this incumbent has the<br />

necessary management team to-<br />

gether with appropriate specialist<br />

skills available to him/her; if so,<br />

what are the relevant details;<br />

whether he has considered appointing<br />

a specialist advisor to his <strong>of</strong>fice to<br />

deal with and advise him <strong>of</strong> day-today<br />

matters pertaining to the technical<br />

and programmed management <strong>of</strong><br />

the event; if not, why not; if so, what<br />

are the relevant details;<br />

(4) whether, in terms <strong>of</strong> the Transport<br />

Action Plan <strong>of</strong> April 2006, the recommendation<br />

for the identification<br />

and appointment <strong>of</strong> specialist skills<br />

and the need for securing both local<br />

and international resources have<br />

been met; if not, why not; if so, what<br />

The MINISTER OF TRANSPORT:<br />

(1) (a) and (b) The co-ordination between<br />

the Department <strong>of</strong> Transport (DoT)<br />

and the Local Organising Committee<br />

(LOC) has functioned very well<br />

to date. The co-ordinating body<br />

was established in accordance with<br />

the LOC/Fifa guidelines on the<br />

2010 transport serving concept.<br />

The DoT is fully represented in all<br />

the transport structures <strong>of</strong> the LOC,<br />

and the LOC is also represented in<br />

the departmental structures, which<br />

are the Transport Sector Co-<br />

(c)<br />

ordinating Forum, Land Transport<br />

Task Team and the Aviation Sub-<br />

Sector Task Team.<br />

The Department <strong>of</strong> Transport has<br />

seconded Mr S Macozoma, who is<br />

a Chief Director for Integrated<br />

Infrastructure Network Development,<br />

Branch: Integrated Planning<br />

and Intersphere Co-ordination, to<br />

ensure that transport logistics are<br />

properly planned and delivered<br />

timeously. The incumbent has the<br />

requisite technical expertise and<br />

qualifications which formed the
