extensively with many other colleagues<br />

when conducting their research.<br />

We have not collected<br />

information to this level <strong>of</strong> detail.<br />

(2) No further work is envisaged for the<br />

IGAP at this stage, because it has<br />

fulfilled all its contractual obligations<br />

to the National Treasury. The Harvard<br />

College agreement came into effect on<br />

1 January 2006 and ended on 30 June<br />

2008. Many members <strong>of</strong> the panel,<br />

however, will probably continue to<br />

work on issues covering <strong>South</strong> <strong>Africa</strong>,<br />

either at their own expense or through<br />

other projects.<br />

Separate contracts with <strong>South</strong> <strong>Africa</strong>n<br />

academics only terminate on 31 March<br />

2009, and it is envisaged that they will<br />

continue to play a role in growth<br />

research.<br />

Government will fund local academics<br />

in both growth and other economic<br />

issues, via its funding <strong>of</strong> the Economic<br />

Research <strong>South</strong> <strong>Africa</strong> (ERSA), a research<br />

foundation which supports<br />

<strong>South</strong> <strong>Africa</strong>n academics in conducting<br />

economic research.<br />

All the above research is funded under<br />

Programme 6 <strong>of</strong> the National Treasury<br />

budget.<br />

Department’s annual reports<br />

1702. Mr A J LEON (DA) asked the Minister<br />

<strong>of</strong> Foreign Affairs:<br />

In respect <strong>of</strong> the 2007-08 annual report <strong>of</strong><br />

her department and the annual reports <strong>of</strong><br />

each statutory and other entity reporting<br />

to her, (a) what was the (i) budgeted cost,<br />

(ii) actual cost and (iii) unit cost <strong>of</strong> each<br />

annual report and (b) how many copies <strong>of</strong><br />

each were (i) produced and (ii)<br />

The MINISTER OF FOREIGN AFFAIRS:<br />

There are no statutory and other entities<br />

reporting to the Minister <strong>of</strong> Foreign Affairs.<br />

In respect <strong>of</strong> the 2007-08 annual report <strong>of</strong> the<br />

department<br />

(a) the<br />

(i) budgeted cost was R310 000 (inclusive<br />

<strong>of</strong> projected distribution costs <strong>of</strong><br />

R60 000)<br />

and<br />

(ii) actual cost was R197 028,77 (exclusive<br />

<strong>of</strong> distribution costs) and<br />

(iii) unit cost <strong>of</strong> each annual report was<br />

R65,67 and<br />

(b) the amount <strong>of</strong> copies<br />

(i) produced were 3 000 and<br />

(ii) thus far 1 800 copies have been<br />

distributed.<br />

Problems affecting Land Bank<br />

1741. Dr A I VAN NIEKERK (DA) asked<br />

the Minister <strong>of</strong> Finance:<br />

(1) Whether he has taken any steps to<br />

address the financial and operational<br />

problems affecting the Land Bank,<br />

including allegations <strong>of</strong> poor lending<br />

practices, wasteful expenditure and<br />

fraud as reported in the 2007-08<br />

Annual Report, if so what steps; if<br />

not why not;<br />

(2) whether any steps will be taken; if<br />

not why not; if so what steps?<br />

develop a turnaround strategy to address<br />

the financial and operational<br />
