2008. These include R180 million earmarked<br />

for the Compact Flourescent<br />

Light (CFLs) bulbs roll-out by Eskom<br />

and R20 million allocated to the Department<br />

<strong>of</strong> Public Works (DPW) for<br />

retr<strong>of</strong>itting already-audited government<br />

buildings with energy efficiency devices,<br />

for which proposals and plans<br />

were submitted to National Treasury.<br />

Responsibility for implementation and<br />

monitoring rests with the departments<br />

<strong>of</strong> Minerals and Energy and Public<br />

Works, respectively.<br />

As is evident from the above, there is<br />

no question <strong>of</strong> ‘‘unspent amounts’’<br />

being available at this stage. It is the<br />

Treasury’s understanding that questions<br />

relating to ‘‘feed-in’’ tariffs applicable<br />

to co-generators or other<br />

external suppliers to the Eskom grid are<br />

currently under review by the National<br />

Energy Regulator (Nersa), which has<br />

established a Working Group for this<br />

purpose. Possible expenditure allocations<br />

in support <strong>of</strong> renewable energy<br />

and co-generation projects are currently<br />

under consideration. Details <strong>of</strong><br />

proposed expenditure allocations for<br />

future years will be made available in<br />

the 2009 Budget. At this stage no<br />

decision has been taken on the appropriateness<br />

or not <strong>of</strong> a direct tariff<br />

what is the position in this regard; if so, (i)<br />

how many instances <strong>of</strong> disciplinary action<br />

occurred, (ii) what was the rank/position<br />

<strong>of</strong> each <strong>of</strong>ficial against whom disciplinary<br />

action was taken, (iii) what was the<br />

transgression and (iv) what disciplinary<br />

action was taken?<br />
