in each case;

rectify this situation; if not, why not;

(5) whether the PSETA is assisted with
administrative services by the Department
of the Public Service and
Administration; if not, (a) when were
these services stopped, (b) why were
they stopped and (c) what services

The MINISTER OF LABOUR:
(1) I do not know of R50 million that was
stolen from the PSETA. I was informed
of the alleged mismanagement of an
estimated amount of about R740 000
that was part of the R106 million Public
Service Learnership that we allocated
under the National Skills Fund to the
Department of Public Service and Administration
and the PSETA.
(2) The DPSA did lay charges of theft in
2005 when the incident was brought to
their attention. The former PSETA financial
manager, Mr Maxwell Munyai
was arrested and is currently still in
custody and his two accomplices who
are not PSETA employees are out on
bail. The court case is still pending at
the Serious Economic Offences Court.
(3) Payments to learners were suspended
as a precautionary measure after this
incident was uncovered.
(a) A total of 52 learners have since
submitted the required affidavits
and correct bank accounts for their
outstanding payments.
(b) The total amount owed to the
learners was R211 700.
(4) I am advised that the PSETA did send
correspondence to the learners’ last
contact addresses requesting them to
submit claims for those outstanding
payments and to also submit affidavits
and correct bank details so as to effect
the payments.
(5) The PSETA has since establishment,
remained within the DPSA until it was
listed as a public entity during May
2005. Although they now have their
offices, the DPSA continues to render
their administrative services as the
PSETA does not have the necessary
systems.
(a) to (c) The corporate services excluding
salaries were temporarily
suspended by the DPSA as from
8 August 2008 to 15 September
2008 pending the conclusion of a
Memorandum of Understanding
with the PSETA.
Impact of learnership programme
1615. Mr L B LABUSCHAGNE (DA) asked
the Minister of Labour:
(1) Whether his department has conducted
an audit of the impact of its
learnership programme; if not, (a)
why not and (b) when will such an
audit take place; if so, what were the
outcomes of the audit;
(2) whether any steps have been taken as
a result of these findings; if not, why
not; if so, what steps?

(1) (a) We did commission the Human
Sciences Research Council to conduct
a mid term impact study on
our learnership programme during
2007 and the draft reports were
released during March 2008. The
report was presented to a joint
session of the National Skills Authority
and SETAs during August
this year and once signed off, will
be available on the DoL website
and in print form.
