<strong>of</strong> the Public Service and<br />

Administration; if not, (a) when were<br />

these services stopped, (b) why were<br />

they stopped and (c) what services<br />

The MINISTER OF LABOUR:<br />

(1) I do not know <strong>of</strong> R50 million that was<br />

stolen from the PSETA. I was informed<br />

<strong>of</strong> the alleged mismanagement <strong>of</strong> an<br />

estimated amount <strong>of</strong> about R740 000<br />

that was part <strong>of</strong> the R106 million Public<br />

Service Learnership that we allocated<br />

under the National Skills Fund to the<br />

Department <strong>of</strong> Public Service and Administration<br />

and the PSETA.<br />

(2) The DPSA did lay charges <strong>of</strong> theft in<br />

2005 when the incident was brought to<br />

their attention. The former PSETA financial<br />

manager, Mr Maxwell Munyai<br />

was arrested and is currently still in<br />

custody and his two accomplices who<br />

are not PSETA employees are out on<br />

bail. The court case is still pending at<br />

the Serious Economic Offences Court.<br />

(3) Payments to learners were suspended<br />

as a precautionary measure after this<br />

incident was uncovered.<br />

(a) A total <strong>of</strong> 52 learners have since<br />

submitted the required affidavits<br />

and correct bank accounts for their<br />

outstanding payments.<br />

(b) The total amount owed to the<br />

learners was R211 700.<br />

(4) I am advised that the PSETA did send<br />

correspondence to the learners’ last<br />

contact addresses requesting them to<br />

submit claims for those outstanding<br />

payments and to also submit affidavits<br />

and correct bank details so as to effect<br />

the payments.<br />

(5) The PSETA has since establishment,<br />

remained within the DPSA until it was<br />

listed as a public entity during May<br />

2005. Although they now have their<br />

<strong>of</strong>fices, the DPSA continues to render<br />

their administrative services as the<br />

PSETA does not have the necessary<br />

systems.<br />

(a) to (c) The corporate services excluding<br />

salaries were temporarily<br />

suspended by the DPSA as from<br />

8 August 2008 to 15 September<br />

2008 pending the conclusion <strong>of</strong> a<br />

Memorandum <strong>of</strong> Understanding<br />

with the PSETA.<br />

Impact <strong>of</strong> learnership programme<br />

1615. Mr L B LABUSCHAGNE (DA) asked<br />

the Minister <strong>of</strong> Labour:<br />

(1) Whether his department has conducted<br />

an audit <strong>of</strong> the impact <strong>of</strong> its<br />

learnership programme; if not, (a)<br />

why not and (b) when will such an<br />

audit take place; if so, what were the<br />

outcomes <strong>of</strong> the audit;<br />

(2) whether any steps have been taken as<br />

a result <strong>of</strong> these findings; if not, why<br />

not; if so, what steps?<br />

(1) (a) We did commission the Human<br />

Sciences Research Council to conduct<br />

a mid term impact study on<br />

our learnership programme during<br />

2007 and the draft reports were<br />

released during March 2008. The<br />

report was presented to a joint<br />

session <strong>of</strong> the National Skills Authority<br />

and SETAs during August<br />

this year and once signed <strong>of</strong>f, will<br />

be available on the DoL website<br />

and in print form.<br />

(b) The report is quite detailed in its<br />

learnership impact findings and
