Department’s carbon footprint<br />

1184. Dr R RABINOWITZ (IFP) asked the<br />

Minister for the Public Service and Administration:<br />

(1) Whether she will ensure that her<br />

department (a) monitors and (b) reduces<br />

its carbon footprint with immediate<br />

effect; if so, how will this be<br />

done;<br />

(2) whether this will include the phasing<br />

out <strong>of</strong> glossy publications from all<br />

agencies or councils reporting to her;<br />

if not, what is the position in this<br />

regard; if so, what are the relevant<br />

details;<br />

(3) (a) what is the estimated cost <strong>of</strong> all<br />

such (i) reports and (ii) publications<br />

per annum in the case <strong>of</strong> these<br />

agencies and all other working documents<br />

<strong>of</strong> her department and (b)<br />

what kinds <strong>of</strong> (i) energy are being<br />

used in the <strong>of</strong>fices <strong>of</strong> her department<br />

and (ii) energy saving measures are<br />

being implemented in these <strong>of</strong>fices?<br />

The MINISTER FOR THE PUBLIC SER-<br />

VICE AND ADMINISTRATION:<br />

(1) My departments will strive to make use<br />

<strong>of</strong> service providers who provide<br />

‘‘green’’ and eco-friendly services, particularly<br />

in respect <strong>of</strong> the publishing <strong>of</strong><br />

<strong>of</strong>ficial documents.<br />

Until such time that <strong>Parliament</strong> and<br />

other decision-making entities in government<br />

change their reporting requirements,<br />

my departments will continue to<br />

publish documents such as the Strategic<br />

Plan and Annual Report. The Annual<br />

Reports and Strategic Plans are printed<br />

once a year as required by the legislation.<br />

(3) (a) For PALAMA the cost for the<br />

printing <strong>of</strong> the Strategic Plan<br />

amounted to R62 590 and to<br />

R121 266 for the Annual Report in<br />

the 2007-08 period, at quantities<br />

<strong>of</strong> 2 000 each.<br />

For DPSA the cost for the printing<br />

<strong>of</strong> the Strategic Plan and the Annual<br />

Report in the 2007-08 period<br />

amounted to R239 000, at quantities<br />

<strong>of</strong> 1 500 each.<br />

(b) (i) The Academy (PALAMA) and<br />

DPSA use energy saving lights<br />

as far as possible.<br />

(ii) The air conditioners are switched<br />

<strong>of</strong>f after hours, weekends and<br />

holidays.<br />

In PALAMA, under-counter<br />

heaters have been installed in<br />

all <strong>of</strong> the kitchenettes, so that<br />

geysers are not used. This reduces<br />

the demand and usage <strong>of</strong><br />

electricity. In DPSA lighting<br />

other than emergency lighting is<br />

switched <strong>of</strong>f during the evenings.<br />

DPSA has already<br />

recorded a 13% saving in its<br />

electricity accounts.<br />

At PALAMA the landlord has<br />

been requested to install a timer<br />

to the electrical circuit, so that<br />

most lights will turn <strong>of</strong>f in the<br />

evening without compromising<br />

security.<br />

Expenditure on expo at Olympic Games<br />

1429. Mr T D LEE (DA) asked the Minister<br />

<strong>of</strong> Sport and Recreation:<br />

What are the reasons for his department<br />

spending more on the expo at the 2008<br />

Olympic Games and on the SA Sports<br />

Confederation and Olympic Committee<br />

(Sascoc) than on Team SA’s preparations<br />
