with transport infrastructure and<br />

logistics for the event.<br />

(2) The <strong>of</strong>ficial referred to above works<br />

closely with the 2010 World Cup Unit,<br />

which currently has a Director and<br />

three (3) Deputy Directors as incumbents.<br />

The recruitment process for the<br />

other Director position is in its final<br />

stages. The 2010 World Cup Unit is led<br />

by the acting Deputy Director-General,<br />

Branch Integrated Planning and Intersphere<br />

Co-ordination.<br />

The 2010 World Cup preparations are<br />

not the responsibility <strong>of</strong> a single unit,<br />

but <strong>of</strong> all the branches in the Department<br />

<strong>of</strong> Transport. The preparations are<br />

co-ordinated at senior level.<br />

A tender for Programme Management<br />

<strong>of</strong> the 2010 event was recently advertised<br />

and is currently being adjudicated.<br />

(4) The Department <strong>of</strong> Transport’s Management<br />

Services, which oversees the<br />

human resources and capacity development<br />

units, has been tasked with the<br />

development <strong>of</strong> a 2010 Skills Plan,<br />

which will be assessing the transport<br />

skills requirements <strong>of</strong> the event, both<br />

nationally and within host cities. It will<br />

also include an intervention plan to be<br />

implemented by the Department, TETA<br />

and the host cities. The plan will be<br />

presented at the next MINMEC<br />

scheduled to be held in November<br />

2008.<br />

Training for Grade R teachers<br />

1758. Mr G G BOINAMO (DA) asked the<br />

Minister <strong>of</strong> Education:<br />

Whether her department has any (a) training<br />

programmes for Grade R teachers and<br />

(b) public awareness programmes aimed<br />

at encouraging parents to register learners<br />

for Grade R programmes in public<br />

schools; if not, why not; if so, what are the<br />

relevant details? NW2546E<br />

The MINISTER OF EDUCATION:<br />

(a) Yes, the DoE has training programmes<br />

for Grade R teachers. Most teachers are<br />

being trained as part <strong>of</strong> the NPDE<br />

programme. Some provinces have<br />

made agreements with institutions <strong>of</strong><br />

higher learning in their areas to provide<br />

training programmes for the teachers.<br />

All current teacher development initiatives<br />

include Grade R practitioners.<br />

Yes, the multi-media information campaigns<br />

conducted every year to remind<br />

parents to register their children (for all<br />

grades) for the next academic year<br />

includes Grade R learners.<br />

PSETA report<br />

(1) Whether he has received the Public<br />

Service Sector Education and Training<br />

Authority (PSETA) report (copy<br />

furnished); if not, why not; if so,<br />

(2) whether he has taken any action in<br />

relation to the findings <strong>of</strong> this report;<br />

if so, (a) what action and (b) against<br />

whom; if not, why not;<br />

(3) whether he will take any action; if<br />

not, why not; if so, what are the<br />

relevant details?<br />

(1) I have not received a copy <strong>of</strong> the<br />

PSETA Memorandum as furnished<br />

from your <strong>of</strong>fice and I want to thank<br />

you for bringing it to my attention.<br />

As for the PSETA annual report for the<br />

2007-08, the entity has not submitted<br />

their audited financial statements and<br />

report to me as required in terms <strong>of</strong> the<br />

PFMA. I have formally raised my<br />

concern with the entity’s Board in a<br />

letter dated 19 September 2008, regarding<br />

their failure to meet the said deadline<br />

and requesting an indication <strong>of</strong> the<br />

necessary steps in terms <strong>of</strong> section 51
