project was finalised. Her services<br />

were terminated in April 2008.<br />

Applications received by NLDTF<br />

1635. Mrs J A SEMPLE (DA) asked the<br />

Minister <strong>of</strong> Social Development:<br />

(a) How many applications have been<br />

received in each <strong>of</strong> the past three<br />

years up to 15 September 2008 by<br />

the National Lotteries Distribution<br />

Trust Fund (NLDTF), (b) how many<br />

<strong>of</strong> these applications (i) have been<br />

processed and (ii) were successful<br />

and (c) with regard to each successful<br />

application, (i) who was the<br />

organisation that applied, (ii) how<br />

much funding did they apply for, (iii)<br />

how much was allocated to the said<br />

organisation and (iv) what were the<br />

reasons for providing less funding<br />

than the amount requested?<br />

The MINISTER OF SOCIAL DEVELOP-<br />

MENT:<br />

(a) The NLB receives about 7 000 applications<br />

per year.<br />

(b) (i) All applications are adjudicated.<br />

(ii) The NLB allocates funds to about<br />

2 000 beneficiary organisations per<br />

year.<br />

(c) (i) (ii) and (iii) Information on all grants<br />

made by the NLDTF is oncluded in<br />

the annual report <strong>of</strong> the National<br />

Lotteries Board (NLB) that is tabled<br />

in <strong>Parliament</strong>. A copy <strong>of</strong> the report is<br />

distributed to each Member <strong>of</strong> <strong>Parliament</strong><br />

and also appears on the NLB<br />

website.<br />

(iv) The reasons why applicants might<br />

not be granted exactly what they<br />

request include:<br />

There is on average R1,5 billion<br />

available for distribution, while the<br />

requests exceed R10 billion. The aim<br />

<strong>of</strong> the NLDTF is to distribute the<br />

available funds to all who meet the<br />

required criteria.<br />

Although some organisations sometimes<br />

submit their whole budget to<br />

be funded, the NLDTF does not fund<br />

entire annual budgets. This is done to<br />

prevent dependency.<br />

The Act and related regulations are<br />

clear on the fact that only projects <strong>of</strong><br />

applicants are funded.<br />

Consultants used<br />

1689. Mr A J LEON (DA) asked the Minister<br />

<strong>of</strong> Foreign Affairs:<br />

(1) (a) What was the total cost to the<br />

State <strong>of</strong> consultants used by her<br />

department in the (i) 2005-06, (ii)<br />

2006-07 and (iii) 2007-08 financial<br />

years, (b) what are the names <strong>of</strong> the<br />

consultants used, (c) for what purpose<br />

were they used and (d) what<br />

was the reason for preferring to use<br />

consultants instead <strong>of</strong> hiring persons<br />

with the necessary skills;<br />

(2) whether any former employees <strong>of</strong><br />

her department have been employed<br />

as consultants in the abovementioned<br />

financial years; if so, (a) why and<br />

(b) why did each such person leave<br />
