Benguela Current Commission<br />

1797. Mr G R MORGAN (DA) asked the<br />

Minister <strong>of</strong> Environmental Affairs and Tourism:<br />

(1) (a) When was the Benguela Current<br />

Commission (BCC) first instituted<br />

and (b) what was its purpose;<br />

(2) whether the work <strong>of</strong> the BCC was<br />

found to be effective since it was<br />

instituted; if not, why not; if so, what<br />

are the relevant details on which his<br />

conclusion is based? NW2592E<br />

The MINISTER OF ENVIRONMENTAL<br />

AFFAIRS AND TOURISM:<br />

(1) (a) The Benguela Current Commission<br />

(BCC) Agreement was signed<br />

by the Ministers <strong>of</strong> the Republic <strong>of</strong><br />

<strong>South</strong> <strong>Africa</strong>, Namibia and Angola<br />

in August 2006. The first Management<br />

Board Meeting was held in<br />

April 2007 and the first Ministerial<br />

Conference held in July 2007.<br />

The BCC was established to manage<br />

transboundary impacts on the<br />

Benguela system, such as environmental<br />

variations (<strong>South</strong> <strong>Africa</strong>’s<br />

responsibility), migratory fish<br />

(2)<br />

stocks (Namibia) and pollution<br />

threats (Angola).<br />

The BCC has only recently become<br />

operational, with the appointment <strong>of</strong><br />

the Executive Secretary. Other <strong>of</strong>ficebearers<br />

will soon be appointed and<br />

thereafter the Commission will be fully<br />

operational. The BCC will also only<br />

become fully supported after the establishment,<br />

early next year, <strong>of</strong> the second<br />

phase <strong>of</strong> the Benguela Current Large<br />

Marine Ecosystem (BCLME) and Norwegian<br />

funding for research (around<br />

R70 million over five years) have been<br />

released.
