Establishment <strong>of</strong> new teaching posts<br />

the Minister <strong>of</strong> Education:<br />

How long does it take to approve a new post<br />

establishment at a school? NW2406E<br />

The MINISTER OF EDUCATION:<br />

Education MECs approve post establishments<br />

on a yearly basis. Preliminary establishments<br />

are provided to schools in October<br />

<strong>of</strong> each year and final establishments before<br />

the end <strong>of</strong> the school year for implementation<br />

in January <strong>of</strong> the next school year.<br />

Audits conducted by Spoornet<br />

1643. Mr SBFARROW (DA) asked the<br />

Minister for Public Enterprises:<br />

(1) Whether any audits have been conducted<br />

by Spoornet to determine the<br />

current state <strong>of</strong> their carriages, locomotives<br />

and trucks; if so, (a) what<br />

has been revealed by the audit and<br />

(b) how many wagons and locomotives<br />

are (i) serviceable and (ii)<br />

unserviceable;<br />

(2) whether any plans are in place to<br />

refurbish or replace unserviceable<br />

carriages, locomotives and trucks to<br />

meet the current demands; if not,<br />

why not; if so, what is the estimated<br />

cost <strong>of</strong> refurbishing or replacing the<br />

unserviceable carriages, locomotives<br />

and trucks? NW2416E<br />

The MINISTER FOR PUBLIC ENTER-<br />

PRISES:<br />

(1) Internal assessments were carried out in<br />

June 2007 to determine the technical<br />

condition <strong>of</strong> its rolling stock fleet.<br />

Rolling stock fleet includes carriages or<br />

wagons and locomotives. Transnet<br />

Freight Rail (Spoornet) does not make<br />

use <strong>of</strong> trucks.<br />

(a) and (b)(i) to (ii) The tables below<br />

indicate the findings <strong>of</strong> the assessment<br />

according to carriages or<br />

wagons and locomotives which<br />

are serviceable and those that are<br />

unserviceable.<br />

(2) Yes, there are plans in place to refurbish<br />

or replace certain elements <strong>of</strong> the rolling<br />

stock fleet to meet the current<br />

demands. These upgrades or repairs are<br />

only done where the cost <strong>of</strong> doing so<br />

makes commercial sense. The anticipated<br />

cost <strong>of</strong> repairs and upgrading <strong>of</strong><br />

the fleet is part <strong>of</strong> approved five-year<br />

capital investment plan (2008-09 to<br />

2009-13) which provides for R1,96bn<br />

for locomotive upgrades and R12,7bn<br />

for new locomotives. There is R765m<br />

budgeted for wagon upgrades and<br />

R2,59bn for new wagons. These figures<br />

are part <strong>of</strong> Transnet Freight Rail’s<br />

R38,3bn portion <strong>of</strong> Transnet’s capital<br />

investment plan.<br />

Cost <strong>of</strong> entities’ annual reports<br />

1699. Mr G G BOINAMO (DA) asked the<br />

Minister <strong>of</strong> Education:<br />

In respect <strong>of</strong> the 2006-07 and 2007-08<br />

annual reports <strong>of</strong> her department and the<br />

annual reports <strong>of</strong> each statutory and other<br />

entity reporting to her, (a) what was the (i)<br />

budgeted cost, (ii) actual cost and (iii) unit<br />

cost <strong>of</strong> each annual report and (b) how<br />

many copies <strong>of</strong> each were (i) produced<br />

and (ii) distributed? NW2479E
