(2) (a) (i) twelve (12) <strong>of</strong>ficials were dismissed,<br />

(ii) <strong>of</strong> the twelve (12) <strong>of</strong>ficials<br />

that were ultimately dismissed, seven<br />

(7) were suspended with immediate<br />

effect as a precautionary measure, (iii)<br />

no other sanction was imposed on these<br />

<strong>of</strong>ficials short <strong>of</strong> dismissal.<br />

(b) An amount <strong>of</strong> R1 409 063,24 was<br />

involved in respect <strong>of</strong> the twelve<br />

(12) <strong>of</strong>ficials that were dismissed,<br />

as indicated below.<br />

(i) Unauthorised expenditure<br />

No unauthorised expenditure<br />

occurred during the 2007-08<br />

financial year.<br />

(ii) Irregular expenditure<br />

One <strong>of</strong>ficial was involved,<br />

and was charged and given a<br />

final written warning.<br />

(iii) Fruitless and wasteful expenditure<br />

No fruitless and wasteful expenditure<br />

occurred during the<br />

2007-08 financial year.<br />

Amount regarding criminal conduct<br />

is R1 409 063,24<br />

Amount regarding irregular expenditure<br />

is R2 965,40; Supply<br />

Chain Management prescripts <strong>of</strong><br />

three quotes were not followed.<br />

The responsible <strong>of</strong>ficial was<br />

The following 16 disciplinary cases<br />

were pending on 31 March 2008:<br />

There were three (3) cases relating to<br />

fraud, five (5) cases relating to mismanagement,<br />

three (3) cases relating to<br />

government vehicle abuse, two (2)<br />

cases relating to bribery, two (2) cases<br />

relating to failure to declare money<br />

collected and received from clients, one<br />

(1) case relating to fruitless expenditure.<br />

Reporting <strong>of</strong> notifiable diseases<br />

1502. Mr M WATERS (DA) asked the<br />

Minister <strong>of</strong> Health:<br />

Whether her department is developing a<br />

system for the reporting <strong>of</strong> notifiable<br />

diseases; if not, how is data on such<br />

diseases being collected; if so, (a) when<br />

did this process commence, (b) when will<br />

it be completed, (c) what steps have so far<br />

been taken and (d) what will this system<br />

entail? NW2221E<br />

The MINISTER OF HEALTH:<br />

No. The current notification disease data<br />

is collected through a passive surveillance<br />

system where the health information <strong>of</strong>ficers<br />

or data capturer receives reports<br />

submitted from hospitals, clinics, public<br />

health units, or other sources. The National<br />

Department <strong>of</strong> Health is responsible<br />

for the operation and the enforcement <strong>of</strong><br />

the National Health Act, Act 61 <strong>of</strong> 2003.<br />

This is the principal legislation ensuring<br />

that all health care pr<strong>of</strong>essionals from<br />

both the public and private health sectors<br />

notify the 33 Notifiable Medical Conditions.<br />

The notification system data is<br />

administered and captured at district/provincial<br />

level then sent to the NDOH<br />

through the Directorate: Epidemiology<br />

and Surveillance for quality assurance,<br />

validation, analysis and interpretation.<br />

The Notifiable Medical Conditions are<br />

subdivided into two categories according<br />

to type <strong>of</strong> disease:<br />

Category 1: requires an immediate notification<br />

to the Department <strong>of</strong> Health by<br />

telephone (Tel. 012 — 312 0750) or Fax<br />

012 312 0815 upon initial diagnosis (presumptive<br />

or confirmed) with written notification<br />

form (GW17/5) to follow within<br />

48 hours. We currently receive laboratory<br />

confirmation through the NHLS and National<br />

Institute for Communicable Diseases<br />

reporting systems once an index<br />

case has been identified.<br />

Category 2: that requires a written notification<br />

(GW17/5) only, within five days <strong>of</strong>
