Inadequate road infrastructure to
handle heavy vehicles
1632. Mrs C DUDLEY (ACDP) asked the
Minister of Transport:
(1) Whether he has been informed of
concerns of communities (details
furnished) regarding inadequate road
infrastructure for heavy vehicles accessing
national key points; if so,
what are the relevant details;
(2) whether, in view of the fatal road
accident on Saturday, 9 August 2008
(details furnished), his department
will investigate the concerns with
regard to heavy vehicles utilising
inadequate infrastructure in residential
areas; if not, what is the position
in this regard; if so, what are the
relevant details? NW2407E
The MINISTER OF TRANSPORT:
(1) The Department of Transport (DoT)
has intensified its efforts with regard to
the implementation of the National
Freight Logistics Strategy since the
Strategy’s approval by Cabinet in 2005.
One of the key interventions by the
DoT in dealing with constraints in
efficiencies and limited infrastructure
and operational capacities within the
National Freight Logistics System, was
the establishment of provincial institutional
structures, namely, Provincial
Freight Logistics Forums.
The KwaZulu-Natal (KZN) Provincial
Freight Logistics Forum (KZN Freight
Task Group) and all other forums include
the following key stakeholders,
namely government departments (national,
provincial and local municipalities),
state-owned enterprises (SOEs),
the private sector, organised labour and
community organisations.
(2) As highlighted in the response to part
(1) above, the provincial Freight Logistics
Forums were established to ensure
that infrastructure and services enable
safe passage of freight in a manner that
does not pose a danger to communities.
The KwaZulu-Natal provincial department
of transport is addressing the
concern raised in partnership with the
Freight Forums.
Status of claim in District Six
1756. Mr A H NEL (DA) asked the Minister
for Agriculture and Land Affairs:
(a) What is the status of claim H48 in
District Six, (b) what is the reason for the
delay and (c) when can the settlement of
this claim be expected? NW2544E
The MINISTER FOR AGRICULTURE
AND LAND AFFAIRS:
(a) The Regional Land Claims Commission:
Western Cape (RLCC: WC) is in
the process of appointing a service
provider to conduct historical valuations
on the subject land, in order to
determine whether the claimants received
just and equitable compensation
at the time of dispossession.
(b) The RLCC: WC deemed the land claim
noncompliant with the Restitution of
Land Rights Act, 1994, as it appeared
that the claimants received just and
equitable compensation at the time of
dispossession. The claim therefore did
not meet the requirements of section
2(2)(a) and (b) of the Act.
(c) The Commission undertakes to finalise
the matter expeditiously, however, a
specific timeframe cannot be pronounced
due to the nature and complexity
of the process of conducting
historical valuations.
