Yes, there was a former employee <strong>of</strong><br />

the department who was rehired as a<br />

contractor in 2005-06 financial year.<br />

(a) The reason why Mr Salim Latib was<br />

rehired was to assist with technical<br />

support to the International and<br />

<strong>Africa</strong>n Affairs component.<br />

(b) Mr Salim Latib’s contract expired<br />

in November 2004; he opted not to<br />

renew his contract to pursue other<br />

personal interest in other fields.<br />

But due to lack <strong>of</strong> capacity and<br />

expertise within the International<br />

and <strong>Africa</strong>n Affairs component<br />

and based on his technical skills<br />

and expertise, the Department<br />

deemed it necessary to contract<br />

him again from May 2005 to<br />

November 2005 specifically to assist<br />

with the Pan <strong>Africa</strong>n Conference<br />

<strong>of</strong> Minister’s Programme.<br />

The total cost to the State by<br />

consultants used by the department<br />

for specialised services is<br />

R54 808 000 and R71 074 000<br />

was incurred in relation to consultants<br />

who were appointed to<br />
