facilitated by state departments
and nongovernmental
organisations, aimed at preventing
people from using and/or abusing
substances including heroin,
which is sometimes referred to as
‘‘sugars’’.
Department of Social Development
plays a leading role in the
implementation of the government’s
anti-drug campaign (‘‘Ke
moja: No thanks I’m fine without
drugs’’) targeting the youth, parents
and educators. This programme
is aimed at preventing the
