The MINISTER OF SOCIAL DEVELOP-<br />

MENT:<br />

(1) (a) Yes. There are various programmes,<br />

facilitated by state departments<br />

and nongovernmental<br />

organisations, aimed at preventing<br />

people from using and/or abusing<br />

substances including heroin,<br />

which is sometimes referred to as<br />

‘‘sugars’’.<br />

Department <strong>of</strong> Social Development<br />

plays a leading role in the<br />

implementation <strong>of</strong> the government’s<br />

anti-drug campaign (‘‘Ke<br />

moja: No thanks I’m fine without<br />

drugs’’) targeting the youth, parents<br />

and educators. This programme<br />

is aimed at preventing the<br />

abuse <strong>of</strong> substances. It promotes
