The MINISTER FOR PUBLIC ENTER-<br />

PRISES:<br />

(a) (i) The Environmental Impact Assessment<br />

(EIA) for the Nuclear-1 project<br />

is expected to cost approximately<br />

R 18.0 million. The Scoping Phase <strong>of</strong><br />

this EIA investigated five different<br />

sites. The detailed Impact Assessment<br />

phase <strong>of</strong> this EIA is currently<br />

being undertaken on three <strong>of</strong> the<br />

original five sites.<br />

(ii) Different activities are undertaken at<br />

different times during the full EIA<br />

process; for example the public participation<br />

takes place throughout the<br />

process, some <strong>of</strong> the specialist studies<br />

commence early in the process<br />

and continue into the detailed assessment<br />

phase, whereas other specialist<br />

studies are only performed in the<br />

second phase <strong>of</strong> the project. The final<br />

reconciliation <strong>of</strong> costs to each component<br />

<strong>of</strong> the full EIA process will<br />

thus only be possible once the EIA<br />

has been completed.<br />

(b) (i) The EIA for the pebble bed modular<br />

reactor (PBMR) project is expected<br />

to cost approximately R 6,5 million.<br />

The Scoping Phase <strong>of</strong> this EIA investigated<br />

four (4) different sites. The<br />

detailed Impact Assessment phase <strong>of</strong><br />

this EIA was undertaken on the<br />

preferred site (Koeberg).<br />

(ii) The final reconciliation <strong>of</strong> costs to<br />

each component <strong>of</strong> the full EIA<br />

process will thus only be possible<br />

once the EIA has been completed.<br />

Transnet discussions with Nelson<br />

Mandela Bay Municipal Council<br />

1865. Mr E W TRENT (DA) asked the<br />

Minister for Public Enterprises:<br />

Whether Transnet or any <strong>of</strong> its subsidiaries<br />

had any discussions with the Nelson<br />

Mandela Bay Municipal Council regarding<br />

the Port Elizabeth harbour in the past<br />

five years; if so, in each case (a) when, (b)<br />

what was the nature <strong>of</strong> the discussions, (c)<br />

what were the outcomes and (d) at what<br />

level <strong>of</strong> authority did such discussions<br />

Transnet Limited (‘‘Transnet’’) and the<br />

Nelson Mandela Bay Municipal Council<br />

(‘‘the City Council’’) have had frequent<br />

interactions to discuss the development<br />

plans <strong>of</strong> the City and the Port.<br />

The table below sets out when these interactions<br />

took place, the nature <strong>of</strong> discussions,<br />

outcomes and level <strong>of</strong> authority <strong>of</strong> attendees.<br />
