(i) Most establishments do not pass the<br />

annual inspection without recommendations<br />

to remedy defects or<br />

noncompliance. With each type <strong>of</strong><br />

audit specific recommendations will<br />

be made where weaknesses were<br />

detected.<br />

(ii) These defects or matters <strong>of</strong> noncompliance<br />

are normally not life<br />

threatening and almost in all cases<br />

relates to either structural defects or<br />

issues around quality assurance.<br />

Weaknesses relate mainly to physical<br />

infrastructure and are not life threatening.<br />

(iii) Depending on the nature <strong>of</strong> the<br />

defect or matter <strong>of</strong> noncompliance,<br />

they are either instructed to remedy it<br />

immediately or within two weeks.<br />

This depends upon the nature <strong>of</strong> the<br />

weakness.<br />

(iv) No private facilities have been<br />

closed down due to not complying<br />

with standards to date. No public<br />

facilities have been closed down to<br />

date.<br />

Child-headed households<br />

906. Mr L W GREYLING (ID) asked the<br />

Minister <strong>of</strong> Social Development:<br />

(1) Whether his department has ascertained<br />

or estimated how many orphaned<br />

families are headed by<br />

teenagers as a result <strong>of</strong> the death <strong>of</strong><br />

parents because <strong>of</strong> illness; if so, how<br />

many such orphaned families are<br />

living in each province;<br />

whether they are receiving any assistance<br />

from the state; if not, why not; if<br />

so, what are the relevant details;<br />

(3) (a) how does his department promote<br />

the rights <strong>of</strong> orphaned and vulnerable<br />

children through services <strong>of</strong> support<br />

that are available to child-headed<br />

household and (b) where are these
