nation-wide networks and should not squander its opportunity to present a strategic<br />

vision for <strong>Tunisia</strong> and involve itself more proactively in national politics.<br />

To the Parallel Constituent Assembly<br />

• The parallel constituent assembly should clarify its role vis-à-vis the formal<br />

Constituent Assembly, particularly focusing on which constitutional provisions it<br />

worries the formal assembly will “get wrong.” By writing its own separate<br />

constitution with minimal consultation with the formal assembly, that large group <strong>of</strong><br />

influential civil society members risks isolating themselves from the government,<br />

where other forms <strong>of</strong> influence on advocacy could be more constructive.<br />

Furthermore, they risk delegitimizing a constitution-writing process which, aside<br />

from a few provisions, should not be extremely controversial.<br />
