OMNITRANS COMPREHENSIVE OPERATIONAL ASSESSMENT
& SHORT RANGE TRANSIT PLAN
• Needs Assessment – Identified transit needs for the 2008-2013 Omnitrans
SRTP framework from demographic and travel data review, stakeholder
consultation and service evaluation.
• Service Plan Preparation – Preparation of fixed route, OmniLink and Access
service plans for three scenarios – Scenario 1: Financially Constrained,
Scenario 2: Partially Constrained, and Scenario 3: Unconstrained.
• Financial Plan Preparation – Performed a financial capacity analysis,
developed a fare policy and a series of operational and capital financial plans in
conjunction with each scenario service plan.
• Plan Review and Approval – Recommended plan was reviewed with Omnitrans
Board members, management and staff, and the public prior to finalization and
approval by the Omnitrans Board.

1.15 Ongoing Studies and Initiatives That Will Impact This SRTP
1.15.1 OTHER OMNITRANS STUDIES & INTIATIVES
FY 2004 – FY 2008 Fare Policy and Implementation Plan (03/05/03) – The plan developed a series of
fare policy objectives, and recommended fare policy and an implementation plan to guide Omnitrans fare
policy decisions over the period FY 2003/04 to FY 2007/08. The development of the 2008-2013
Omnitrans SRTP Financial Plan included a review and assessment of the FY 2004 – FY 2008 Fare Policy
and Implementation Plan recommendations in the finalization of a fare policy.
The Systemwide Transit Corridor Plan for the San Bernardino Valley – The plan identified seven key
transit corridors for the introduction of higher quality transit service (higher frequency, express or BRT
services) to attract choice riders and effect a positive transit mode shift. Major transit corridors include
Corridor 1 (E Street), Corridor 2 (Foothill East), Corridor 3 (Foothill West), Corridor 4 (Mountain & Euclid),
Corridor 5 (San Bernardino Avenue), Corridor 6 (Holt & Fourth Street), and Corridor 7 (Grand & Edison).
Corridor 1 was identified as the highest priority corridor with the planned implementation of the E Street
