IBI GROUP SHORT RANGE TRANSIT PLAN REPORT OMNITRANS COMPREHENSIVE OPERATIONAL ASSESSMENT & SHORT RANGE TRANSIT PLAN 13. IMPLEMENTATION STRATEGY Several major actions are required to implement this plan, including services, marketing, amenities, and – perhaps most important – the supporting policies that will ensure the best possible fit between transit service and the region’s growing communities. This chapter outlines recommended implementation efforts. 13.1 Steps Towards Implementation This section describes the next steps required to successfully implement the proposed Omnitrans service redesign. This section consists four parts that comprise the implementation path: • Phasing – Because the agency’s resources are expected to grow gradually over time, a phasing plan will be needed. A phasing plan identifies specific parts of the plan that are independent of one another and can be implemented separately. It then assigns these elements to different years. These elements become the basis of the annual service change process for each year of the plan. • Achieving Service Change Adoption – This section discusses the steps required to receive adequate public input – and respond to that input with revisions to the plan as needed – so that the Board is comfortable directing staff to implement each service change outlined in the plan. • From Adoption to Implementation – This section discusses the steps required for a successful service implementation of each phase. • Monitoring After Implementation In addition, this section describes four efforts that will occur in parallel with the SRTP implementation: 13.2 Phasing • Ongoing Proactive Planning • Supporting Policies • Marketing Strategies • Long Range Planning The Scenario 1: Constrained Service Plan was developed through a comprehensive planning process that included substantial technical analysis of the existing service operation, and research on travel demands and development trends in the service area. The process included several Board workshops, public and stakeholder involvement sessions, meetings with employees, and review of the service changes at public hearings. The Scenario 1: Constrained Service Plan was designed to address declining ridership, increasing operating costs and the need to stabilize farebox recovery above the minimum State mandated requirements. Phasing is designed to begin addressing these issues in the early stages of the SRTP. The Plan calls for a reduction of 64,892 annual revenue service hours by FY 2009 and a reduction in the peak fixed route fleet requirement from 145 to 136, although both those metrics will increase in the latter part of the SRTP due to the introduction of sbX service, as delineated in Section 2.2.8. Several OmniLink and Access service standards will be deferred until the beginning of the next service contract cycle on July 1, 2009. A number of service changes were approved by Omnitrans’ Board of Directors effective May 7, 2007. These include: • Route 1 – Reduce Saturday frequency from 15/30 minutes to 30/60 minutes. • Route 8 – Alignment changes near Citrus Plaza. • Route 11 – Eliminate Saturday Northbound 5:53 PM trip. • Route 14 – Discontinue weekday 14L Limited Stop Service. • Route 15 –Eliminate weekday Eastbound 9:10 PM trip. • Route 19 – Reduce Saturday frequency from 30 minutes to 60 minutes. • Route 20 – Reduce Sunday frequency from 30 minutes to 60 minutes. • Route 22 – Reduce weekday frequency from 20 minutes to 30 minutes. • Route 28 – Reduce weekday frequency to peak service only (6:02 AM to 8:56 AM and 4:02 PM to 6:52 PM). • Route 31 – Eliminate route. • Route 62 – Eliminate weekday Northbound 5:48 AM trip between Chino Transcenter and D at Sultana. Start service at Montclair Transcenter. • Route 68 – Discontinue Sunday service. • Route 75 – Eliminate weekday 9:05 AM eastbound trip, 9:24 AM westbound trip, 6:24 eastbound trip and 6:24 westbound trip. • Route 90 – Discontinue service between Riverside and Montclair. • OmniLink – Discontinue Saturday and Sunday service. The following changes will be introduced in 2009: • Route 11 – Change Saturday evening frequency from 30 to 60 minutes. • Route 15 – Change Sunday frequency from 30 to 60 minutes. • Route 28 – Eliminate route. • Route 60 – Restructure east and west sections. Extend west section along Holt and Mountain to the Montclair Transcenter. Eliminate east section (this section will be served by an extended Route 70). • Route 62 – Restructure to run on Euclid Avenue. July 11, 2007 260
