obligations in relation to governance, <strong>the</strong> environment etc. While <strong>the</strong> <strong>airport</strong> is an essential<br />

element of <strong>the</strong> community’s infrastructure, it competes with o<strong>the</strong>r programs and activities<br />

<strong>for</strong> annual and ongoing investment funding. The community has an expectation about <strong>the</strong><br />

<strong>airport</strong> in relation to a number of factors.<br />

2.8.1. Cost vs Benefits<br />

Some of <strong>the</strong> costs to <strong>the</strong> community include:<br />

· Impact on neighbouring community – noise, road traffic<br />

· Environment – land use, flora and fauna, carbon emissions<br />

· Lost opportunity <strong>for</strong> alternative uses of land and financial resources<br />

Some of <strong>the</strong> benefits include:<br />

· Financial – as an economic support <strong>for</strong> <strong>the</strong> region in terms of tourism, net revenue<br />

from operations, aviation business revenue<br />

· Connectivity with and <strong>for</strong> o<strong>the</strong>r business tourism and community support<br />

2.8.2. O<strong>the</strong>r Infrastructure Projects<br />

The <strong>airport</strong> competes with o<strong>the</strong>r infrastructure projects within Council <strong>for</strong> funding, including:<br />

· Roads<br />

· Water and waste treatment<br />

· Buildings, Parks and Gardens<br />

· Playgrounds and swimming pools<br />

2.8.3. Closure of Caloundra Aerodrome<br />

Due to its location and <strong>the</strong> alternative uses to which <strong>the</strong> land on which it is situated could<br />

be put, Caloundra aerodrome has been scheduled <strong>for</strong> closure in <strong>the</strong> medium term (2014).<br />

A study is being conducting by <strong>the</strong> QLD Government to find a suitable replacement<br />

location aerodrome.<br />

The tenants and users of Caloundra aerodrome have an expectation that <strong>the</strong>y will be able<br />

to continue to enjoy <strong>the</strong> privileges of access and use of an <strong>airport</strong> within close proximity to<br />

<strong>the</strong> two being closed. The outcomes of <strong>the</strong> replacement <strong>airport</strong> study <strong>the</strong>re<strong>for</strong>e have<br />

significant strategic implications to <strong>the</strong> New Runway Project and medium term<br />

management of <strong>the</strong> <strong>airport</strong>, and will need to be incorporated in any subsequent review of<br />

<strong>the</strong> project objectives.<br />
