Results and discussion 4.5.1 Results with sensitivity analysis The results presented for each of the sensitivity cases below are reported as a departure from the base results above, unless otherwise specified. Transfer impacts A number of the benefits reported above are highly sensitive to assumptions in relation to transfer impacts. The results reported in the table above assume that 100% of additional/incremental passengers are as a result of induced demand (including the portion of those passengers that are visitors to the Sunshine Coast). In reality, some percentage of the incremental demand will be transferred from other Australian destinations (e.g. Gold Coast), such that passengers that would have holidayed at other destinations will choose the Sunshine Coast due to the new availability of direct routes. If a generalised transfer assumption were to be added at some level greater than 0%, then the benefits (and some categories of costs, e.g. cost of emissions) would decrease, potentially significantly. Evidence in relation to the specific transfer assumption for passengers travelling to the Sunshine Coast is limited; however a range of substitution factors can be examined to determine the possible range of BCR impacts. For example, if an assumption was applied that between 25% and 75% of incremental passenger traffic was substituted from other Australian airports (i.e. between 75% and 25% of incremental demand is considered to be truly ‘new’ demand in the Australian economy), then the following downward revisions to certain benefit categories would apply: Description NPV (75% transfer) NPV (25% transfer) Diversion cost savings (i.e. a reduction in diversions as a result of the re-alignment of the runway) Passenger time savings from reduced in-bound flight diversions Airline cost savings from reduced in-bound diversions Reduction in flow-on out-bound delays as a result of in-bound diversions Reduction in airline costs from flow-on out-bound delays as a result of in-bound diversions Avoided travel time from the addition of new routes (i.e. substitution of in-bound ; out-bound port from Brisbane Airport) No revision since time savings are as a result of reduced weatherrelated diversions from re-alignment of runway $94.4m (compared to $377.5m) No revision since time savings are as a result of reduced weatherrelated diversions from re-alignment of runway $283.1m (compared to $377.5m) Noise zone impacts (i.e. benefits flowing from a change to the location of the noise footprint of the runway) Avoided health impacts from a reduced number of residential properties within the ANEF zone Difference in property values as a result of a reduced number of residential properties within the No revision No revision No revision No revision Sunshine Coast Airport PricewaterhouseCoopers 41
