Executive Summary Conversely a pessimistic view which includes a low-case view on expected passengers/aircraft movements, a high-case capital cost variation (30% above forecast costs) and a 50% transfer impact results in a BCR of 1.15. In each scenario, the BCR and other economic indicators represent a point within a range of possible benefits and should be considered in conjunction with the results of the extensive sensitivity analysis undertaken as part of this project, which indicates a relatively wide range of possible outcomes. It is also likely that the BCR and other indicators will be periodically updated as SCA undertakes additional work to refine and test the various options available for delivering the projects set out in the Master Plan.
