Stage 2 and 3: Problem Identification and Problem Assessment The full TFI Study is attached in the Business Case document as Appendix C. The current runway and terminal building have an immunity to flood events up to and including the one per cent AEP storm event. The combined effects of rising sea-levels and greater storm intensity arising from predicted climate change will result in this level of immunity being compromised in the future. The redevelopment of SCA provides an opportunity to build climate change resilience in to this essential element of the regions transport infrastructure. 14 | P a g e
Stage 4: Problem Analysis Outline the underlying causes of the problem. This is due to width and length of the main runway. A320 and 737 aircraft currently operate on this runway under dispensation from normal safety regulations that may be revoked at any time. In addition approximately 1 per cent of all jet traffic is unable to operate from this port due to cross-wind and other weather issues. This airports history is different to most other regional airports in Australia, at no stage has this been a federally owned or FAC airport. It was not subject to the Aerodrome Local Ownership plan of 1983/84. Subsequently capital development has been restricted by the Local Councils ability to apply funding. While the facility was servicing three local government areas, previous to the recent amalgamation, Maroochy Shire Council was solely financially responsible for capital funding, for essential regional infrastructure. This has contributed to the lack of capital contribution due to the limited scope for stakeholder buy-in. Problem analysis Give the policy argument explaining the genesis of the problem (e.g. market failure, incorrect pricing, lack of investment signals, governance). SCA is currently owned and operated by the SCRC having previously been operated by Maroochy Shire Council (MSC) prior to the amalgamation of council jurisdictions in Queensland in 2007. This airports standing is quite unique to that of most other regional airports in Australia, in that at no stage has it been owned by the Commonwealth Government or the Federal Airports Corporation. Indeed, it is most likely that had the federal government owned SCA as it did most major regional airports of the time, investment in a new runway alignment would have taken place in the mid-1980s as originally and subsequently recommended in various airport master plans. This would have avoided subsequent piecemeal investment in the original runway 18/36, the return on which is now unlikely to be fully realised due to its limited operational capabilities. Additionally, because SCA was not subject to the Commonwealth Aerodrome Local Ownership Scheme it was not eligible for assistance for capital development under the scheme and other potential funding sources for capital project development. Without that the support local council have been constrained in the amount of capital it could reasonably invest in the airport to pursue long-term runway development projects.
