Results and discussion Capital cost sensitivity We conducted sensitivity testing on the capital cost inputs to the CBA, including a ± 30% test. The impact of the inclusion of terminal values is that the ‘commercial’ BCR (i.e. excluding the economic benefits) is now greater than 1 with the leased precincts supporting the value of the infrastructure investment in the aeronautical and SCA operated precincts.
