3.8.2. Gate 2 – Amended Master Plan Endorsement by December 2010
As the final outcome of the Feasibility Phase, an amended Airport Master Plan will be
presented to the SCRC for endorsement.
3.8.3. Gate 3 – Approvals to Proceed by July 2012
Gate 3 is a notional point when all relevant approvals have been obtained, sufficient to
progress to preparing and implementing the long-term business strategy and securing
funding for construction.
3.8.4. Gate 4 – Business Strategy Endorsement by August 2014
As the final step of the Preparation Phase, the airport’s long-term business strategy will be
endorsed by SCRC.
3.8.5. Gate 5 – Funding Secured by August 2016
It is likely that funding for construction of the new runway project will only be secured after
implementation of the business strategy, so Gate 5 falls in the Execution Phase.
3.8.6. Gate 6 – New Runway and Terminal Commissioned by February 2020
Iterative cycles of construction and commissioning of elements of the Master Plan will
result in the commissioning of a new runway and terminal.

3.9. Work Breakdown Structure - Phases and stages
To achieve the milestones outlined above, the project has been broken into 5 phases,
each with a number of stages, as outlined below and illustrated in Figure 2 Project Work
Breakdown Structure. A larger version of this figure is also provided at Appendix 4.
The specific work to be carried out in each stage is detailed in Figure 3 Project Gates and
Phases and individual MS Project worksheets attached to the associated Project
Management Plans. A larger version of this figure is also provided at Appendix 5.
