New Runway Project Strategy<br />

3.8.2. Gate 2 – Amended <strong>Master</strong> <strong>Plan</strong> Endorsement by December 2010<br />

As <strong>the</strong> final outcome of <strong>the</strong> Feasibility Phase, an amended Airport <strong>Master</strong> <strong>Plan</strong> will be<br />

presented to <strong>the</strong> SCRC <strong>for</strong> endorsement.<br />

3.8.3. Gate 3 – Approvals to Proceed by July 2012<br />

Gate 3 is a notional point when all relevant approvals have been obtained, sufficient to<br />

progress to preparing and implementing <strong>the</strong> long-term business strategy and securing<br />

funding <strong>for</strong> construction.<br />

3.8.4. Gate 4 – <strong>Business</strong> Strategy Endorsement by August 2014<br />

As <strong>the</strong> final step of <strong>the</strong> Preparation Phase, <strong>the</strong> <strong>airport</strong>’s long-term business strategy will be<br />

endorsed by SCRC.<br />

3.8.5. Gate 5 – Funding Secured by August 2016<br />

It is likely that funding <strong>for</strong> construction of <strong>the</strong> new runway project will only be secured after<br />

implementation of <strong>the</strong> business strategy, so Gate 5 falls in <strong>the</strong> Execution Phase.<br />

3.8.6. Gate 6 – New Runway and Terminal Commissioned by February 2020<br />

Iterative cycles of construction and commissioning of elements of <strong>the</strong> <strong>Master</strong> <strong>Plan</strong> will<br />

result in <strong>the</strong> commissioning of a new runway and terminal.<br />

3.9. Work Breakdown Structure - Phases and stages<br />

To achieve <strong>the</strong> milestones outlined above, <strong>the</strong> project has been broken into 5 phases,<br />

each with a number of stages, as outlined below and illustrated in Figure 2 Project Work<br />

Breakdown Structure. A larger version of this figure is also provided at Appendix 4.<br />

The specific work to be carried out in each stage is detailed in Figure 3 Project Gates and<br />

Phases and individual MS Project worksheets attached to <strong>the</strong> associated Project<br />

Management <strong>Plan</strong>s. A larger version of this figure is also provided at Appendix 5.<br />
