New Runway Project Strategy<br />

3.6. Assumptions, dependencies, constraints<br />

Decisions made during <strong>the</strong> course of <strong>the</strong> New Runway Project will depend on a variety of<br />

assumptions, dependencies and constraints. A list of primary considerations is as follows:<br />

· Airport <strong>Master</strong> <strong>Plan</strong> <strong>for</strong>ecasts and design criteria (as amended)<br />

· Financial sustainability of <strong>the</strong> <strong>airport</strong> business<br />

· SCRC Corporate <strong>Plan</strong> and o<strong>the</strong>r strategic requirements<br />

· Financial <strong>for</strong>ecasts and budgets<br />

· No significant change to legislation, building codes etc<br />

· Council and community support <strong>for</strong> <strong>the</strong> Project<br />

Fur<strong>the</strong>r discussion of associated programs is provided in a later section of this document at<br />

Associated Programs.<br />

3.7. Project Scope<br />

This New Runway Project Strategy is interested primarily in implementing <strong>the</strong> development<br />

objectives of <strong>the</strong> Airport <strong>Master</strong> <strong>Plan</strong>. While <strong>the</strong> means of achieving <strong>the</strong>se objectives have<br />

been scoped to some extent, detailed study and design work is to be completed in Phase 2<br />

– Feasibility, resulting in Council endorsement of <strong>the</strong> reviewed and amended Airport<br />

<strong>Master</strong> <strong>Plan</strong>.<br />

The primary focus of <strong>the</strong> Project is <strong>the</strong> design, construction and commissioning of a new<br />

runway and associated infrastructure. Redevelopment of existing infrastructure will occur<br />

concurrently with <strong>the</strong> Project and be managed by <strong>airport</strong> staff.<br />

Not specifically in <strong>the</strong> scope of this project, but an essential prerequisite to securing <strong>the</strong><br />

funding necessary <strong>for</strong> construction of <strong>the</strong> new runway is <strong>the</strong> development and<br />

implementation of a long term business strategy. The importance of <strong>the</strong> business strategy<br />

to this project cannot be overstated.<br />

3.8. Milestones<br />

There are 6 major milestones to be achieved in <strong>the</strong> course of this project. These<br />

milestones, called gates, are described below, and illustrated in Figure 1 Project Gates. A<br />

larger version of this figure is also provided at Appendix 3.<br />

Subordinate milestones will be explored fur<strong>the</strong>r in project management plans by Phases<br />

during <strong>the</strong> course of <strong>the</strong> project.<br />

3.8.1. Gate 1 – <strong>Business</strong> <strong>Plan</strong> Endorsement by December 2008<br />

A business plan, supported by this Project Strategy, will be presented to <strong>the</strong> SCRC <strong>for</strong><br />

endorsement.<br />
