New Runway Project Strategy 3.6. Assumptions, dependencies, constraints Decisions made during the course of the New Runway Project will depend on a variety of assumptions, dependencies and constraints. A list of primary considerations is as follows: · Airport Master Plan forecasts and design criteria (as amended) · Financial sustainability of the airport business · SCRC Corporate Plan and other strategic requirements · Financial forecasts and budgets · No significant change to legislation, building codes etc · Council and community support for the Project Further discussion of associated programs is provided in a later section of this document at Associated Programs. 3.7. Project Scope This New Runway Project Strategy is interested primarily in implementing the development objectives of the Airport Master Plan. While the means of achieving these objectives have been scoped to some extent, detailed study and design work is to be completed in Phase 2 – Feasibility, resulting in Council endorsement of the reviewed and amended Airport Master Plan. The primary focus of the Project is the design, construction and commissioning of a new runway and associated infrastructure. Redevelopment of existing infrastructure will occur concurrently with the Project and be managed by airport staff. Not specifically in the scope of this project, but an essential prerequisite to securing the funding necessary for construction of the new runway is the development and implementation of a long term business strategy. The importance of the business strategy to this project cannot be overstated. 3.8. Milestones There are 6 major milestones to be achieved in the course of this project. These milestones, called gates, are described below, and illustrated in Figure 1 Project Gates. A larger version of this figure is also provided at Appendix 3. Subordinate milestones will be explored further in project management plans by Phases during the course of the project. 3.8.1. Gate 1 – Business Plan Endorsement by December 2008 A business plan, supported by this Project Strategy, will be presented to the SCRC for endorsement. Gate 2 – Amended Master Plan Endorsement by December 2010 As the final outcome of the Feasibility Phase, an amended Airport Master Plan will be presented to the SCRC for endorsement. 3.8.3. Gate 3 – Approvals to Proceed by July 2012 Gate 3 is a notional point when all relevant approvals have been obtained, sufficient to progress to preparing and implementing the long-term business strategy and securing funding for construction. 3.8.4. Gate 4 – Business Strategy Endorsement by August 2014 As the final step of the Preparation Phase, the airport’s long-term business strategy will be endorsed by SCRC. 3.8.5. Gate 5 – Funding Secured by August 2016 It is likely that funding for construction of the new runway project will only be secured after implementation of the business strategy, so Gate 5 falls in the Execution Phase. 3.8.6. Gate 6 – New Runway and Terminal Commissioned by February 2020 Iterative cycles of construction and commissioning of elements of the Master Plan will result in the commissioning of a new runway and terminal. • Figure 1 Project Gates 3.9. Work Breakdown Structure - Phases and stages To achieve the milestones outlined above, the project has been broken into 5 phases, each with a number of stages, as outlined below and illustrated in Figure 2 Project Work Breakdown Structure.
