Note: sample years have been provided for the purposes of the summary contained in this schedule. A full time series of benefits and costs, including NPVs for each category (at the 7% discount rate) is provided within the PwC report at Appendix D. All outputs for the CBA have been calculated using an incremental approach. Only the additional costs, revenues and benefits associated with the Master Plan are reported in the option case. A base case was considered for cost/benefit categories that were not easily separated from overall airport costs/benefits to ensure that all expected costs, revenues and benefits associated with the continuation of current airport operations (i.e. the base case scenario) are excluded, however this does not represent a full base case for comparative purposes. There is no plausible do nothing scenario for the Sunshine Coast Airport; all planning assumes that future growth in passenger numbers will occur, and airport operations will continue to service this growth. Options such as the total relocation of the current airport to an alternative site were considered as part of the preliminary planning and investigations for the current Master Plan, and dismissed as impractical or cost-ineffective. ‘Base Case’ benefits are therefore reported as zero.
