between leaving <strong>the</strong> noise zone and <strong>the</strong> appearance of avoided cost savings fro those who have<br />

left <strong>the</strong> zone (5-year benefit ramp-up <strong>for</strong> hypertension and 25-year ramp-up <strong>for</strong> heart disease).<br />

There is a significant reduction in <strong>the</strong> residential population captured within <strong>the</strong> Public Safety zone<br />

<strong>the</strong> change in <strong>the</strong> population at risk and BTREs published estimate of <strong>the</strong> cost of fatalities <strong>for</strong> air<br />

transport incidents.<br />

<strong>the</strong> product of <strong>the</strong> risk of an aviation incident within <strong>the</strong> Public Safety Zone, <strong>the</strong> decrease in<br />

number of residential properties within <strong>the</strong> zone, and <strong>the</strong> median building replacement cost.<br />

No provision <strong>for</strong> growth is included (e.g. no real property/building price escalation), except <strong>for</strong> <strong>the</strong><br />

increase in potential aviation incidents over time as a result of increased aircraft movements<br />

compared to <strong>the</strong> base case.<br />
