Avoided noise impacts Avoided health impacts The monetised value of residents avoiding the long term health impacts associated with exposure to aircraft noise. The change in the population exposed to noise through reference to the ANEF 20 noise standard applied to the geographical layout of the airport produces the number of people who could avoid noise impacts from aircraft operations with the new runway. For this population the saving is derived from the difference in the proportion who live in the noise zone who are likely to develop health impacts and the Australia average of those who are likely to develop health impacts (specifically hypertension and heart disease which are the leading health impacts caused by exposure to noise). The difference in proportions is applied to the population who can now avoid the zone to calculate the likely number of people who would have otherwise have developed health impacts over an above the national average. The costs of treating these people are then estimated using parameters from published studies of health economics. These costs are then modified to account for the lag between leaving the noise zone and the appearance of avoided cost savings for those who have left the zone (5-year benefit ramp-up for hypertension and 25-year ramp-up for heart disease). Avoided property impacts The monetised value of residents avoiding a property price penalty from the long term exposure to aircraft noise. The change in the population exposed to noise through reference to the ANEF 20 noise standard applied to the geographical layout of the airport produces the number of properties which could avoid noise impacts from aircraft operations with the new runway. For these properties the saving is derived from the difference in observed prices for properties within the zone compared to the observed properties outside of the zone using statistical techniques. Since there are insufficient data points to reliably estimate the difference in observed prices an alternative qualitative methodology was used since the monetised impacts were thought to be small. Safety impacts Avoided risk of loss of life The monetised value of residents reducing the risk of loss of life from catastrophic aviation operation incidents through changes in the location of the public safety zones. The change in the population exposed to risk of loss of life through reference to the Public Safety Zone applied to the geographical layout of the airport produces the number of people who could reduce the risk of loss of life from an aviation incident. For this population the saving is derived from the product of the change in the risk of an incident for residents within the zone compared to those outside the zone and the estimated monetised value of a life (or the remaining value of a life for the average resident of the location).
