New Runway Project Strategy 3. New Runway Project - Overview The intent of the Project is to redevelop current infrastructure and deliver new infrastructure to support the continued growth of the Sunshine Coast Airport. A general overview of the Project objectives, statement of work, specifications, scope, milestones and work breakdown structure is provided below. 3.1. References · Sunshine Coast Airport – Master Plan - September 2007 · Sunshine Coast Airport Annual Performance Plan 2007/08 · Sunshine Coast Airport 10 year capital plan 3.2. Long Term Strategic Development Objective The long term strategic development objective for Sunshine Coast Airport is to stimulate and support the growing regional economy of the Sunshine Coast.4 3.3. Project Objectives and Design Criteria The overall objectives of this project, sourced from the Airport Master Plan and Annual Performance Plan 2007/08, to be achieved by 2020 and based around the preliminary design criteria, are as follows: · To provide IATA Service Level C or better throughout the project life · To facilitate new international routes and accommodate forecast 2 million domestic and limited international passengers per year, 1400 busy hour passengers and 7 aircraft stands · To design, construct and commission a new runway and associated infrastructure based around a B737-900 design aircraft. The runway design life is yet to be determined · To redevelop existing infrastructure including the terminal, parking apron, operational facilities, car parks and commercial precinct · To protect airspace associated with airport assets · To provide 1000 long and short term car parks · To provide capacity for 100 on-site tenants, and commercial users · To establish an effective ownership structure and long term value realisation post construction and commissioning of the new runway and infrastructure, including achieving an appropriate Return on Investment (ROI) or Return on Capital Employed (ROCE) objective. 4 1.4, p2, Sunshine Coast Airport Master Plan – September 2007 Sunshine Coast Airport Commercial – In – Confidence 23
New Runway Project Strategy 3.4. Statement of Work The work to be performed during this project to achieve the development objectives, as described in the Airport Master Plan and subsequent amendments is outlined below. 3.4.1. New Development · Build new runway 13/31 and the associated taxiway system, apron, terminal and infrastructure. 3.4.2. Develop Existing Infrastructure · Reconfigure RPT apron · Expand passenger terminal · Revise car park layout · Construct new airport access road from David Low Way · Expand General Aviation facilities · Establish dedicated helicopter operating areas · Provide enhanced aviation support facilities including; o o o o Aviation Rescue Fire Fighting Services facilities Aircraft refuelling facilities Air cargo handling facilities Ground service equipment storage and maintenance facilities · Expand commercial precinct 3.5. Project Specifications Project specifications will be as directed by SCRC policy and the Project Sponsor/Owner/Manager including but not limited to: · Australian/New Zealand/ISO Standards · Building Code of Australia · Legislative requirements · Council and State Planning Codes Specifications will be determined prior to and made a condition of contractor/consultant engagement.
