2.1 Project Scope<br />

PricewaterhouseCoopers (PwC) has been engaged by <strong>the</strong> Sunshine Coast Regional Council<br />

(SCRC) to undertake an appraisal of <strong>the</strong> Sunshine Coast Airport (SCA) <strong>Master</strong> <strong>Plan</strong>.<br />

The <strong>Master</strong> <strong>Plan</strong> was initially adopted by <strong>the</strong> Maroochy Shire Council (as predecessor to <strong>the</strong><br />

SCRC) in 2007 and provides a work program <strong>for</strong> <strong>the</strong> development of <strong>airport</strong> infrastructure to<br />

2020.<br />

Since 2007, SCRC has reviewed <strong>the</strong> scope of <strong>the</strong> <strong>Master</strong> <strong>Plan</strong> and has undertaken additional<br />

planning and analysis work, particularly in relation to <strong>the</strong> addition of a proposed second runway<br />

(Runway 13/31) at SCA. Due to <strong>the</strong> large-scale capital investment required to complete <strong>the</strong><br />

second runway and associated projects, SCRC requires a cost-benefit analysis (CBA) of <strong>the</strong><br />

projects to support its submission to <strong>the</strong> Commonwealth and State Governments <strong>for</strong> funding<br />

assistance.<br />

This report provides an appraisal of <strong>the</strong> <strong>Master</strong> <strong>Plan</strong> projects, with a particular focus on <strong>the</strong><br />

commercial and economic assessment of <strong>the</strong> proposed Runway 13/31. In particular, <strong>the</strong><br />

project brief includes:<br />

• A CBA of <strong>the</strong> proposed projects under <strong>the</strong> <strong>Master</strong> <strong>Plan</strong>, with a strong emphasis on <strong>the</strong><br />

proposed Runway 13/31<br />

• An Economic Impact Assessment (EIA) to support <strong>the</strong> CBA<br />

• Calculation of economic and financial metrics, including Benefit Cost Ratio and Net<br />

Present Value, and<br />

• Sensitivity testing against changes in key variables including <strong>for</strong>ecast demand and<br />

capital costs.<br />

To support <strong>the</strong> analysis required in <strong>the</strong> project brief, PwC has also undertaken a commercial<br />

assessment of <strong>the</strong> runway projects and (on a more limited basis) o<strong>the</strong>r <strong>Master</strong> <strong>Plan</strong> projects.<br />

This report sets out <strong>the</strong> key assumptions and finding of our analysis as required in <strong>the</strong> project<br />

brief. Appendix A sets out <strong>the</strong> full details of <strong>the</strong> original project brief.<br />
