14. Associated Programs<br />

There are a number of Programs underway that have <strong>the</strong> potential to influence <strong>the</strong><br />

outcomes of <strong>the</strong> New Runway Project and should be considered during <strong>the</strong> planning and<br />

ongoing review process.<br />

14.1. References<br />

References are located within <strong>the</strong> discussion of each associated Program.<br />

14.2. Civil Aviation Safety Authority<br />

The Civil Aviation Safety Authority (CASA) regulates <strong>the</strong> safe operation of <strong>airport</strong>s via Civil<br />

Aviation Safety Regulation and <strong>the</strong> Manual of Standards 139. The design and operation of<br />

<strong>the</strong> <strong>airport</strong> is required to accord with <strong>the</strong>se two documents and associated guidance<br />

material as amended from time to time.<br />

O<strong>the</strong>r Regulations associated with <strong>airport</strong> operations involve airspace design and planning,<br />

Aviation Rescue Fire Fighting Services, Air Traffic Control services etc.<br />

The regulatory environment established by CASA is relatively stable and unlikely to impose<br />

significant changes to <strong>the</strong> New Runway Project.<br />

14.3. Office of Transport Security<br />

The Department of Infrastructure, Transport, Regional Development and Local<br />

Government via <strong>the</strong> Office of Transport Security regulates transport security at <strong>the</strong> <strong>airport</strong>.<br />

The regulatory regime associated with transport security is more likely to change at short<br />

notice, as evidenced by <strong>the</strong> recent imposition of a requirement to implement explosive<br />

trace detection and checked bag screening at <strong>the</strong> <strong>airport</strong>. These requirements have<br />

associated impacts on terminal and o<strong>the</strong>r infrastructure design requirements and will need<br />

to be closely monitored during <strong>the</strong> design phase of <strong>the</strong> project.<br />

14.4. SEQLD Infrastructure Program and <strong>Plan</strong> (SEQIPP)<br />

The Queensland State Government has a program of major infrastructure works, involving<br />

road, rail, maritime and air transport, water and o<strong>the</strong>r major elements of infrastructure<br />

development and construction in South East Queensland. As <strong>the</strong> Program involves<br />

infrastructure that will potentially benefit <strong>the</strong> efficient operation of <strong>the</strong> <strong>airport</strong> as a transport<br />

hub, it will be important to be engaged as a stakeholder in <strong>the</strong> outcomes of <strong>the</strong> SEQIPP.<br />

The Caloundra and Caboolture Replacement Aerodrome Study has been commissioned<br />

by <strong>the</strong> Queensland State Government to address <strong>the</strong> issue of finding a location and<br />
