and ETUC in relation to the national unions and the rank-and-file. I shall examine how, apart from this 'bureauratic<br />

internationalism', the early evolution of cross-border trade union activism has also entailed a 'nationalist<br />

internationalism' (the use of international networks and inter- and trans-national arenas in the course of national<br />

struggles).<br />

The fourth section examines how EU-level cross-border collective bargaining (including multi-employer and sectoral<br />

pattern bargaining) and alternative benchmark setting, as well as transnational social movement unionism, are<br />

increasingly developing as autonomous forms of labour resistance to neoliberalism. My account will also examine the<br />

limitations and strategic dilemmas of these strategies.<br />

The final section shall summarise the main findings.<br />
