Conclusion<br />

11-60. In paragraph 10, state the conclusion drawn based on the analysis (paragraph 8) <strong>and</strong> comparison<br />

(paragraph 9). The conclusion must answer the question or provide a possible solution to the problem. It<br />

must match the recommendation in paragraph 2.<br />

Coordination<br />

11-61. In paragraph 11, list all organizations with which the study was coordinated (“staffed”) in the<br />

format shown in Figure 11-2. If the list is long <strong>and</strong> space is a consideration, place it at enclosure 3. If the<br />

staffing list is placed in enclosure 3, indicate the number of nonconcurrences with the cross-reference (for<br />

example, “See enclosure 3; 2 nonconcurrences”; or “See enclosure 3; no nonconcurrences”).<br />

11-62. A representative of each organization with which the study was staffed indicates whether the<br />

organization concurs with the study, nonconcurs, or concurs with comment. Representatives place their<br />

initials in the blank, followed by their rank, name, position, telephone number, <strong>and</strong> e-mail address. If<br />

separate copies were sent to each organization (rather than sending one copy to each organization in turn),<br />

this information may be typed into the final copy of the study <strong>and</strong> the actual replies placed in enclosure 4.<br />

Recommend this technique when using e-mail for staffing.<br />

11-63. Place all statements of nonconcurrence <strong>and</strong> considerations of nonconcurrence in enclosure 3, or in<br />

separate enclosures for each nonconcurrence. Concurrences with comment may be placed in enclosure 3 or<br />

in a separate enclosure or enclosures.<br />

Approval or Disapproval Line<br />

11-64. In paragraph 12, restate the recommendation from paragraph 2 <strong>and</strong> provide a format for the<br />

approval authority to approve or disapprove the recommendation.<br />

Point of Contact<br />

11-65. Use paragraph 13 to record the point of contact (or action officer) <strong>and</strong> contact information.<br />

Additional contact information may include the action officer’s organization, a civilian telephone number, a<br />

unit address, <strong>and</strong> an e-mail address.<br />

Signature Block<br />

11-66. Prepare the signature block as specified in chapter 2 of AR 25-50.<br />

Enclosures<br />

11-67. All staff studies contain these first four enclosures:<br />

� Enclosure 1 contains implementing memor<strong>and</strong>ums, directives, or letters submitted for signature<br />

or approval. Since a staff study requests a decision, enclosure 1 contains the documents required<br />

to implement the decision.<br />

� Enclosure 2 contains the document that directed the staff study or decision paper. If the<br />

requirement was given verbally, include the memor<strong>and</strong>um for record that documents the<br />

conversation. If no record exists, enter “Not used” in the annex list in the body.<br />

� Enclosure 3 contains the staffing list if the list is too long for paragraph 11(paragraph 6 for the<br />

decision paper). If paragraph 11 contains the entire staffing list, enter “Not used” in the<br />

enclosure list in the body.<br />

� Enclosure 4 contains statements of nonconcurrence <strong>and</strong> considerations of nonconcurrence. These<br />

documents may be placed in separate enclosures. Place concurrences with comment in either<br />

enclosure 4 or a separate enclosure. If there are no statements of nonconcurrence, enter “Not<br />

used” in the enclosure list in the body.<br />

11-68. Other enclosures contain detailed data, lengthy discussions, <strong>and</strong> bibliographies. Number the pages<br />

of each enclosure separately, except when an enclosure contains several distinct documents (such as,<br />

concurrences). Tab the enclosures.<br />
