� Planning, supervising, <strong>and</strong> coordinating CBRN decontamination (except patient decontamination)<br />
operations.<br />
� Assessing weather <strong>and</strong> terrain data to determine environmental effects on potential CBRN<br />
hazards <strong>and</strong> threats.<br />
� Overseeing construction of CBRN shelters.<br />
� Planning <strong>and</strong> recommending integration of obscuration into tactical operations.<br />
� Advising the comm<strong>and</strong>er on CBRN hazards <strong>and</strong> passive defense measures.<br />
CIVILIAN PERSONNEL OFFICER<br />
2-82. The civilian personnel officer manages <strong>and</strong> administers the civilian employee personnel management<br />
program. This civilian employee has a permanent position on the staff at divisions <strong>and</strong> corps. The AR 690<br />
series discusses civilian personnel officer functions. Specific duties include, but are not limited to—<br />
� Advising the comm<strong>and</strong>er <strong>and</strong> staff concerning, <strong>and</strong> supervising the management <strong>and</strong><br />
administration of, the civilian employee personnel management program within the comm<strong>and</strong>.<br />
� Administering civilian personnel management laws <strong>and</strong> regulations.<br />
� Participating, when appropriate, in negotiations with host nations on labor agreements.<br />
� Developing plans <strong>and</strong> st<strong>and</strong>by directives for procuring, using, <strong>and</strong> administering the civilian<br />
labor force <strong>and</strong> using local labor in foreign areas during emergencies (with other staff members).<br />
COMMAND LIAISON OFFICER<br />
2-83. The comm<strong>and</strong> liaison officers are the comm<strong>and</strong>er’s representative at the headquarters or agency to<br />
which they are sent. They promote coordination, synchronization, <strong>and</strong> cooperation between their parent<br />
unit <strong>and</strong> higher headquarters, interagency, coalition, host-nation, adjacent, <strong>and</strong> subordinate organizations as<br />
required. As subject matter experts from their assigned headquarters, comm<strong>and</strong> liaison officers are usually<br />
embedded in another organization to provide face-to-face coordination. (See also Chapter 9 <strong>and</strong> unit SOPs.)<br />
DENTAL SURGEON<br />
2-84. The dental surgeon coordinates dental activities within the comm<strong>and</strong>. All dental activities are<br />
planned at the medical brigade, medical comm<strong>and</strong> deployment support, or <strong>Army</strong> Service component<br />
comm<strong>and</strong>. (Refer to FM 4-02.19 for details on the duties <strong>and</strong> responsibilities of the dental surgeon). Dental<br />
surgeon responsibilities include, but are not limited to—<br />
� Coordinating dental activities with the comm<strong>and</strong> surgeon.<br />
� Exercising staff supervision over <strong>and</strong> providing technical assistance to dental activities.<br />
� Planning <strong>and</strong> supervising the dental functions.<br />
� Developing a program for dental support of humanitarian <strong>and</strong> civil action operations.<br />
� Providing advice <strong>and</strong> technical assistance in constructing, rehabilitating, <strong>and</strong> using dental<br />
facilities.<br />
ELECTRONIC WARFARE OFFICER<br />
2-85. The electronic warfare officer is a specially trained officer who performs electronic warfare duties.<br />
The electronic warfare officer prepares a portion of Annex D (Fires) to the operation order or operation<br />
plan. <strong>Electronic</strong> warfare officer responsibilities include, but are not limited to—<br />
� Leading the electronic warfare element in the fires cell.<br />
� Integrating <strong>and</strong> synchronizing the cyber/electromagnetic activities.<br />
� Coordinating, preparing, <strong>and</strong> maintaining the electronic warfare target list, electronic attack<br />
taskings, electronic attack requests, <strong>and</strong> the electronic warfare portion of the sensor/attack<br />
matrix.<br />
� Coordinating with other staff when conducting electronic warfare.<br />
� Assessing opponent vulnerabilities, friendly capabilities, <strong>and</strong> friendly missions in electronic<br />
warfare terms.<br />
