(2) (U) Weather. Describe the aspects of weather that impact inspector general operations. Refer<br />
to Annex B (Intelligence) as required.<br />
c. (U) Enemy Forces. Refer to the base order. Describe the possible or anticipated impact of enemy<br />
activities <strong>and</strong> courses of action on inspector general operations. Refer to Annex B (Intelligence) as<br />
required.<br />
d. (U) Friendly Forces. Outline the higher headquarters’ inspector general plan. List designation,<br />
location, <strong>and</strong> outline of plan of higher, adjacent, <strong>and</strong> other inspector general assets that support or impact<br />
the issuing headquarters or require coordination <strong>and</strong> additional support.<br />
e. (U) Interagency, Intergovernmental, <strong>and</strong> Nongovernmental Organizations. Identify <strong>and</strong> describe<br />
other organizations in the area of operations that may impact the conduct of inspector general operations.<br />
Refer to Annex V (Interagency Coordination) as required.<br />
f. (U) Civil Considerations. Describe the aspects of the civil situation that impact inspector general<br />
operations. Refer to Annex B (Intelligence) <strong>and</strong> Annex K (Civil Affairs Operations) as required.<br />
g. (U) Attachments <strong>and</strong> Detachments. List units attached or detached only as necessary to clarify task<br />
organization. Refer to Annex A (Task Organization) as required.<br />
h. (U) Assumptions. List inspector general-specific assumptions that support the annex development.<br />
2. (U) Mission. State the mission of the inspector general in support of the base plan or order. For<br />
example, “On order, the inspector general provides the full range of inspector general functions<br />
(inspections, assistance, investigations, teaching, <strong>and</strong> training) in support of assigned <strong>and</strong> attached units of<br />
(unit name) for the duration of this operation.”<br />
3. (U) Execution.<br />
a. (U) Scheme of Inspector General Support. Describe how the inspector general supports the<br />
comm<strong>and</strong>er’s intent <strong>and</strong> concept of operations. Establish the priorities of support to units, or the concept<br />
for inspector general employment, for each phase of the operation. Focus on the comm<strong>and</strong>er’s guidance,<br />
mission, <strong>and</strong> intent, <strong>and</strong> emphasize how inspector general operations reduce friction that affects readiness<br />
<strong>and</strong> warfighting capability. List any general areas the comm<strong>and</strong>er has asked the inspector general to<br />
assess in any travels. Refer to Annex C (Operations) as required.<br />
(1) (U) Inspections. Outline inspection plan by phase based on the comm<strong>and</strong>ing general’s<br />
guidance <strong>and</strong> the compressed inspection plan for unanticipated inspection topics when directed. Inspection<br />
plans should focus on high-payoff issues for the comm<strong>and</strong>er related to each phase of the operation (such as<br />
mobilization, deployment, employment, <strong>and</strong> sustainment). Include comm<strong>and</strong> guidance on requirements for<br />
the Organizational Inspection Program in theater, to include comm<strong>and</strong> inspections, staff inspections,<br />
inspector general inspections, intelligence oversight inspections, <strong>and</strong> audits. Include request <strong>and</strong> tasking<br />
procedures for subject-matter experts to serve as temporary assistant inspectors general. List upcoming<br />
outside agency assessments—Government Accountability Office <strong>and</strong> Department of Defense—that may<br />
impact the comm<strong>and</strong>’s resources.<br />
