Signal Annex Format <strong>and</strong> Instructions<br />

ANNEX H (SIGNAL) TO OPERATION PLAN/ORDER [number] [(code name)]—[issuing<br />
headquarters] [(classification of title)]<br />
(4) (U) Scheme of Foreign Data Exchanges. Describe how foreign data exchanges support the<br />
comm<strong>and</strong>er’s intent <strong>and</strong> concept of operations described in the base plan or order. Outline procedures to<br />
prevent unauthorized disclosure <strong>and</strong> release of classified information on the SECRET Internet Protocol<br />
Router Network <strong>and</strong> the Joint Worldwide Intelligence Communications System. Outline the information to<br />
be disclosed to, released to, or received from foreign entities <strong>and</strong> the planned approach, including safe<br />
guarding steps to be taken. Refer to Appendix 4 (Foreign Data Exchanges) to Annex H (Signal) as required.<br />
(5) (U) Electromagnetic Spectrum Operations. Describe how electromagnetic spectrum operations<br />
supports the comm<strong>and</strong>er’s intent <strong>and</strong> concept of operations described in the base plan or order. Outline the<br />
effects the comm<strong>and</strong>er wants to achieve while prioritizing tasks for electromagnetic spectrum operations.<br />
List objectives <strong>and</strong> the primary tasks to achieve those objectives. Refer to Appendix 5 (Electromagnetic<br />
Spectrum Operations) to Annex H (Signal) as required.<br />
(6) (U) Network Diagram. Provide a detailed network diagram including the internet protocol (IP)<br />
scheme of the satellite communications (SATCOM) network being established. Provide a chart for all<br />
required frequencies, access times, access dates, <strong>and</strong> in the case of IP-based SATCOM systems, provide the<br />
IP scheme for the modem, as well as the Nonsecure Internet Protocol Router Network <strong>and</strong> SECRET Internet<br />
Protocol Router Network routers. (This subparagraph will serve as a reference to units along with<br />
attachments.)<br />
b. (U) Tasks to Subordinate Units. List signal operations tasks assigned to subordinate signal units not<br />
contained in the base order. Each task must include who (the subordinate unit assigned the task), what (the<br />
task itself), when, where, <strong>and</strong> why (purpose). Include tasks for supporting interagency, intergovernmental,<br />
<strong>and</strong> nongovernmental organizations. Use a separate subparagraph for each unit. List units in task<br />
organization sequence. Place tasks that affect two or more units in paragraph 3c (Coordinating<br />
Instructions).<br />
c. (U) Coordinating Instructions. List only instructions applicable to two or more subordinate units not<br />
covered in the base plan or order.<br />
4. (U) Sustainment. Identify priorities of sustainment for signal operations key tasks <strong>and</strong> specify additional<br />
instructions as required in the paragraph below. Refer to Annex F (Sustainment) as required.<br />
a. (U) Logistics. Use subparagraphs to identify priorities <strong>and</strong> specific instructions for maintenance,<br />
transportation, supply, field services, distribution, contracting, <strong>and</strong> general engineering support. Refer to<br />
Annex F (Sustainment) <strong>and</strong> Annex P (Host-Nation Support) as required.<br />
b. (U) Personnel. Use subparagraphs to identify priorities <strong>and</strong> specific instructions for human resources<br />
support, financial management, legal support, <strong>and</strong> religious support. Refer to Annex F (Sustainment) as<br />
required.<br />
c. (U) <strong>Army</strong> Health System Support. Identify availability, priorities, <strong>and</strong> instruction for medical care.<br />
Refer to Annex F (Sustainment) as required.<br />
5. (U) Comm<strong>and</strong> <strong>and</strong> Signal.<br />
a. (U) Comm<strong>and</strong>.<br />
(1) (U) Location of <strong>Comm<strong>and</strong>er</strong>. State the location of key signal unit comm<strong>and</strong>ers <strong>and</strong> staff<br />
officers.<br />
(2) (U) Succession of Comm<strong>and</strong>. State the succession of comm<strong>and</strong> if not covered in the unit’s<br />
st<strong>and</strong>ard operating procedures (SOPs).<br />
(3) (U) Liaison Requirements. State the signal liaison requirements not covered in unit SOPs.<br />
