FORCE MANAGEMENT OFFICER<br />
2-89. The force management officer is responsible for accounting for the force <strong>and</strong> its resources. This<br />
officer evaluates the organizational structure, functions, <strong>and</strong> workload of military <strong>and</strong> civilian personnel to<br />
ensure their proper use <strong>and</strong> requirements (manpower utilization <strong>and</strong> requirements). By conducting formal,<br />
on-site manpower <strong>and</strong> equipment surveys, this officer ensures documents for the modified table of<br />
organization <strong>and</strong> equipment <strong>and</strong> the table of distribution <strong>and</strong> allowances reflect the minimum essential <strong>and</strong><br />
most economical equipment needed for the mission.<br />
FOREIGN DISCLOSURE OFFICER<br />
2-90. The foreign disclosure officer is responsible for the oversight <strong>and</strong> coordination of specific disclosure<br />
of or access to classified military information or controlled unclassified information to representatives of<br />
foreign governments <strong>and</strong> international organizations. (See AR 380-10 for more information.)<br />
HISTORIAN<br />
2-91. The historian is responsible for coordinating the documentation of the comm<strong>and</strong>’s historical<br />
activities. The historian, normally an <strong>Army</strong> civilian, is authorized at corps <strong>and</strong> divisions. (AR 870-5<br />
discusses the <strong>Army</strong> historical program.) Historian responsibilities include, but are not limited to—<br />
� Preparing the comm<strong>and</strong> history.<br />
� Supervising the comm<strong>and</strong>’s historical activities.<br />
� Injecting historical perspective <strong>and</strong> institutional memory into comm<strong>and</strong> activities.<br />
� Collecting <strong>and</strong> maintaining records, such as staff journals, plans <strong>and</strong> orders, <strong>and</strong> after action<br />
reviews.<br />
� Preparing special studies <strong>and</strong> reports, based on assembled historical material.<br />
� Maintaining a comm<strong>and</strong> historical research collection adequate to support the historical mission.<br />
KNOWLEDGE MANAGEMENT OFFICER<br />
2-92. The knowledge management officer provides the comm<strong>and</strong>er <strong>and</strong> staff with Battle Comm<strong>and</strong><br />
Knowledge Management capabilities. (Refer to FM 6-01.1 for more information on the duties <strong>and</strong><br />
responsibilities of the knowledge management officer.) This officer provides these capabilities by<br />
integrating <strong>and</strong> managing information systems <strong>and</strong> the <strong>Army</strong> Battle Comm<strong>and</strong> System. Responsibilities<br />
include, but are not limited to—<br />
� Translating operational requirement <strong>and</strong> strategies into knowledge management strategies<br />
enabled by information systems.<br />
� Incorporating <strong>and</strong> managing a set of integrated applications, processes, <strong>and</strong> services that enable<br />
comm<strong>and</strong> post operations.<br />
� Supporting continuous operations.<br />
� Developing the knowledge management plan in accordance with the comm<strong>and</strong>er’s guidance.<br />
� Tailoring the knowledge management plan to support the comm<strong>and</strong> post SOPs.<br />
� Assisting with organizing, sharing, <strong>and</strong> displaying a common operational picture for the<br />
comm<strong>and</strong>.<br />
� Continuously monitoring the external information environment <strong>and</strong> recommending changes to<br />
the information management plan.<br />
� Developing file <strong>and</strong> data management procedures.<br />
� Coordinating support from the G-6 for network, data base, storage, <strong>and</strong> technical support.<br />
