The <strong>Staff</strong><br />
� Developing a prioritized adversary target list based on high-value targets <strong>and</strong> high-payoff targets<br />
(with the chief of fires <strong>and</strong> fire support officer).<br />
� Coordinating the electronic attack target list with organic military intelligence units <strong>and</strong> with<br />
adjacent <strong>and</strong> higher comm<strong>and</strong>s, including joint <strong>and</strong> multinational comm<strong>and</strong>s when appropriate.<br />
� Coordinating with the higher headquarters electronic warfare officer to deconflict inform <strong>and</strong><br />
influence activities on the communications spectrum.<br />
ENGINEER OFFICER<br />
2-86. The engineer officer in the protection cell is responsible for planning <strong>and</strong> assessing survivability<br />
operations. The engineer officer prepares Annex G (Engineer) to the operation order or operation plan.<br />
(Refer to FM 3-34 <strong>and</strong> FM 7-15 for more detailed information on the duties <strong>and</strong> responsibilities of the<br />
engineer officer.) Specific duties include, but are not limited to—<br />
� Advising the chief of protection on survivability operations.<br />
� Coordinating <strong>and</strong> synchronizing survivability operations.<br />
� Coordinating with the engineer officer for engineering capabilities.<br />
� Synchronizing <strong>and</strong> integrating engineer operations (combat <strong>and</strong> construction) between multiple<br />
comm<strong>and</strong> posts <strong>and</strong> organizations.<br />
� Writing engineer fragmentary orders, warning orders, <strong>and</strong> related products.<br />
� Providing real-time reachback linkage to United States <strong>Army</strong> Corps of Engineers knowledge<br />
centers <strong>and</strong> supporting national assets.<br />
� Updating the running estimate.<br />
EXPLOSIVE ORDNANCE DISPOSAL OFFICER<br />
2-87. The explosive ordnance disposal officer is responsible for coordinating the detection, identification,<br />
recovery, evaluation, rendering ordnance safe, <strong>and</strong> final disposal of explosive ordnance. An explosive<br />
ordnance disposal officer is authorized at corps <strong>and</strong> divisions <strong>and</strong> normally serves as the explosive<br />
ordnance disposal group, battalion, <strong>and</strong> company comm<strong>and</strong>er. The explosive ordnance disposal officer<br />
prepares a portion to Annex E (Protection) to the operation order or operation plan. (Refer to AR 75-15 <strong>and</strong><br />
FM 7-15 for detailed duties <strong>and</strong> responsibilities of the explosive ordnance disposal officer.) Explosive<br />
ordnance disposal officer responsibilities include, but are not limited to—<br />
� Establishing <strong>and</strong> operating an explosive ordnance disposal incident reporting system.<br />
� Establishing, operating, <strong>and</strong> supervising technical intelligence reporting procedures.<br />
� Coordinating requirements for explosive ordnance disposal support with requesting units, other<br />
<strong>Army</strong> comm<strong>and</strong>s, other Services, federal agencies, <strong>and</strong> multinational partners. Coordination may<br />
include arranging for administrative <strong>and</strong> logistic support for subordinate explosive ordnance<br />
disposal units.<br />
� Monitoring the supply status of <strong>and</strong> expediting requests for special explosive ordnance disposal<br />
tools, equipment, <strong>and</strong> demolition materials.<br />

2-88. The equality opportunity advisor coordinates matters concerning equal opportunity for Soldiers <strong>and</strong><br />
their families. <strong>Comm<strong>and</strong>er</strong>s at every echelon are authorized to appoint an equality opportunity advisor.<br />
AR 600-20 discusses the responsibilities <strong>and</strong> duties of the equality opportunity advisor:<br />
� Advising <strong>and</strong> assisting the comm<strong>and</strong>er <strong>and</strong> staff on all equal opportunity matters, including<br />
sexual harassment, discrimination, <strong>and</strong> affirmative action.<br />
� Recognizing <strong>and</strong> assessing indicators of institutional <strong>and</strong> individual discrimination <strong>and</strong> sexual<br />
harassment.<br />
� Recommending, developing, <strong>and</strong> monitoring affirmative action <strong>and</strong> equal opportunity plans <strong>and</strong><br />
policies to reduce or prevent discrimination <strong>and</strong> sexual harassment.<br />
� Collecting <strong>and</strong> processing demographic data concerning all aspects of equal opportunity climate<br />
assessment.<br />
